Instructions for salary classification when appointing teachers
The Ministry of Education and Training has issued specific instructions on the appointment and salary classification for the professional title of Grade II Secondary School Teacher under the new code V.07.07.30.31. The case of Mr. Pham Nang Hien - a teacher with 36 years of experience, appointed to the professional title of Grade II since 2018, raised questions about the transition to the new Grade II with a coefficient of 5.70.
According to the provisions of relevant Circulars (03/2021, 08/2024, 13/2024), teachers are appointed to the new Grade II if their total time holding the professional title of Grade II and III is 9 years or more (excluding probationary period). The determination of the equivalent period needs to be based on additional detailed regulations in the above circulars.
If Mr. Hien meets the conditions for the time holding the professional title, he will be appointed to the new Grade II title and have his salary classified according to the provisions of Circular 02/2007/TT-BNV. Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, said that the Ministry of Education and Training is drafting a Decree regulating teachers' salary policies in the spirit of the Law on Teachers, effective from January 1, 2026. The law stipulates that teachers' salaries are "ranked highest" in the administrative career salary scale system, creating a legal basis for adjusting the treatment regime, attracting high-quality human resources to the education sector.

According to the draft, salary still applies the formula: salary = coefficient x basic salary. However, the Ministry of Education and Training proposed to rearrange the salary table for some positions and stipulate a specific salary coefficient of 1.1 - 1.6 depending on the level of education and qualifications. The goal is to ensure that teachers' salaries are higher than those of civil servants in other sectors and narrow the gap between young teachers and long-time teachers.
