These are the notes of Minister of Education and Training Nguyen Kim Son during a working session with Thai Binh province on preparations to organize the 2025 high school graduation exam, on the morning of June 23.
Before working, the working group inspected the exam preparation work at Nguyen Duc Canh High School - a test site that is also the thesis test score of Thai Binh province.
Concluding the working session, Minister Nguyen Kim Son emphasized that this year's high school graduation exam took place in the context of many special points. This is the first exam for students studying under the 2018 General Education Program, and at the same time, it is still necessary to ensure that students studying under the 2006 General Education Program have not graduated or need to retake the exam for university admission.

Regarding the preparation for the exam and high school graduation in 2025, Minister Nguyen Kim Son also noted that the direction work must be consistent, decisive, and in accordance with regulations.
The Minister emphasized the motto "4 correct", "3 no", "2 enhanced". In which, "4 correct" is: true to the regulations and instructions for the exam; correct and complete the process; correct position, position and responsibility assigned; correct time to promptly handle unusual situations and incidents.
"3 no's" are: Not lenient, subjective; not stressed, over pressured; not arbitrarily handling unusual situations and incidents.
"2 enhancements" is to enhance the sense of responsibility and professional qualifications of cadres participating in organizing the exam; enhance the spirit of self-awareness, and properly implement the regulations of candidates.
Along with that, Minister Nguyen Kim Son emphasized the keyword "hijustacy".
"We must be strict in handling situations, any violations when discovered must be strictly handled, not relocated", the Minister noted.
In addition, the head of the education sector also suggested that the province should continue to strengthen communication work so that people can feel secure in exam preparation in the area.
Regarding preparations for the new school year, the Minister of Education and Training suggested that provincial leaders note that in the immediate future, it is necessary to maintain the current status of educational institutions; calculate and arrange the number of civil servants in charge of education and training at the commune level appropriately; organize an assessment of the implementation of the 2018 General Education Program; prepare for the implementation of the Law on Teachers; implement decentralization of state management of education and training between the provincial and commune levels.
