Mr. Pham Nang Hien was born in 1968, has been a junior high school teacher for 36 years.
On April 11, 2018, Mr. Hien decided to appoint him to the professional title of Grade II Secondary School Teacher, code V.07.11. (from the rank of Senior Secondary School Teacher, code 15A.201, level 9/9 with coefficient 4.98).

Mr. Hien said he had a university degree in 2003 and asked: "So can I be transferred to the new Grade II with a coefficient of 5.70, code V.07.07.07.31? ".
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The appointment of the professional title of Grade II Secondary School Teacher (code V.07.04.31) is implemented according to the provisions of Point b, Clause 1, Article 7, Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 8, Article 3, Circular No. 08/2024/TT-BGDDT.
Accordingly, appointment to the professional title of Grade II Secondary School Teacher (code V.07.07.31) for Grade II Secondary School Teacher (code V.07.07.11) with a total professional title of Grade III Secondary School Teacher (code V.07.07.04/12) and Grade II (code V.07.07.11.11) or equivalent of 9 (nine) years or more (excluding probationary period).
The period is determined to be equivalent to the period of holding the professional title of Grade III Secondary School Teacher (code V.07.07.12) as prescribed in Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT.
The period is determined to be equivalent to the period of holding the professional title of Grade II Secondary School Teacher (code V.07.04.11) implemented according to the provisions of Clause 2, Article 10 of Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDDT.
In addition, salary classification when appointed to a professional title rank is implemented according to the instructions in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring ranks, transferring types of civil servants and public employees and according to current regulations of law (Clause 2, Article 8 of Circular No. 03/2021/TT-BGDDT).
Accordingly, Point a, Clause 1, Section II of Circular No. 02/2007/TT-BNV stipulates that in cases where seniority allowances have not exceeded the framework in the old grade, based on the salary coefficient currently enjoyed in the old grade, they will be classified as the salary coefficient equal to or higher than the most recent in the new grade.
Thus, if Mr. Pham Nang Hien meets the requirements for the total time holding the rank of Grade II and Grade III mentioned above, he will be appointed to the professional title of Grade II Secondary School Teacher (code V.07.07.04.31) and transferred to the salary coefficient 5.02.
