Merging universities, need to classify clearly and avoid localization
The information was announced by Minister Nguyen Kim Son at the 2025 Higher Education Conference. Minister of Education and Training Nguyen Kim Son said that he will reorganize and merge universities, including about 140 public schools subject to adjustment. This is to streamline the system, improve operational efficiency and reduce spreading and fracking. Non-public schools will arrange themselves, while the police and military will be managed by the vertical sector.

According to Dr. Le Viet Khuyen - former Deputy Director of the Department of Higher Education, merger is an inevitable trend, it is necessary to move towards a multi-disciplinary, multi-disciplinary university model instead of letting single-disciplinary schools develop separately. However, this process must be cautious, there are principles and avoid mechanical integration. He proposed to clearly classify it into three levels: national universities playing an elite role; regional universities serving large areas; and local universities responsible for training human resources for provinces and cities.
Mr. Khuyen emphasized that the merger must go hand in hand with unified management and a reasonable roadmap for granting autonomy. If the merger is to form units strong enough, then the right to self-reliance and self-reliance will be promoted in true nature. On the contrary, if the school does not have enough potential and gives autonomy too soon, it will easily lead to commercialization of education. See more...
