Specific, strict and synchronous authority to confirm will be stipulated
Acting Minister of Education and Training Hoang Minh Son has issued a document responding to the petitions of voters in Hung Yen province sent after the 10th session, 15th National Assembly.
Accordingly, voters in Hung Yen province proposed that the Ministry of Education and Training study and promulgate strict and synchronous legal regulations to implement the principal's confirmation of high school transcripts completing the lower secondary school (THCS) program instead of issuing graduation certificates to relieve concerns about the imprint of traditional degrees.

Regarding this issue, the Ministry of Education and Training clearly stated the abolition of the issuance of secondary school diplomas, replacing them with the form of the principal confirming the completion of the secondary school program as stipulated in the Law amending and supplementing a number of articles of the Law on Education.
This is consistent with the universal nature of secondary education, aiming to reduce administrative procedures and ensure the right to articulated learning for learners.
Accepting voters' opinions on concerns related to legal value and the imprint of traditional qualifications, the Ministry will continue to study, review and complete documents guiding the implementation of the law.
The content will be in the direction of specific, strict and synchronous regulations on the authority to confirm, form of confirmation, management, storage, and use of learning records of students completing the secondary school program, ensuring unified legal value nationwide.
The Ministry will strengthen information and propaganda to help people, parents and students understand the policy, meaning, and legal value of confirming the completion of the secondary school program. Coordinate with ministries, branches and localities in the process of organizing implementation to ensure the legitimate rights of learners and create social consensus.
Voters propose commune level to transfer teachers
Another content, voters in Hung Yen province proposed to continue to delegate authority to the chairman of the commune-level People's Committee to receive, transfer, and assign public employees (including teachers, management officials, and staff) in public educational institutions under the management authority of the commune level.
Regarding this content, in the reply document, the Acting Minister of Education and Training said that Resolution 248/2025 of the National Assembly on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development has regulations on human resource development in the education sector.
Accordingly, the mechanism for recruiting, using and managing human resources in the education sector is regulated as follows:
The Director of the Department of Education and Training has the authority to recruit and receive teachers, educational institution management officials and staff in preschool education, general education, continuing education, specialized schools and public vocational secondary schools (hereinafter referred to as public educational institutions) in the province.
Exercise the authority to transfer, transfer, assign, appoint, change job positions for teachers, educational institution management officials, staff in public educational institutions under management authority and for public educational institutions related to the scope of 2 or more commune-level administrative units in the province.
The Chairman of the Commune-level People's Committee has the authority to transfer, transfer, assign, appoint, dismiss, and change positions of teachers, educational institution managers, and staff in public educational institutions under its management.
Thus, current law still stipulates the delegation of power to the chairman of the commune-level People's Committee to receive, transfer, and assign public employees (including teachers, management officials, and staff) in public educational institutions under the management authority of the commune level.
From there, the Ministry of Education and Training requests localities to implement according to the provisions of current law.
