Proposal to provide funding and exempt taxes for doctoral training activities
Prof. Dr. Hoang Van Cuong - National Assembly Delegation of Hanoi emphasized the importance of funding for universities, especially those with doctoral training. Currently, although 90% of international publications come from universities, the budget allocated for research here only accounts for 10%. Without funding, students will only do available research, not making a real contribution to science.
The funding of research under regular expenditures is not in accordance with the autonomy of the research unit. The annual funding may cause research disruption. He proposed switching to a long-term ordering mechanism, from 2 to 7 years, to ensure the research process takes place continuously and effectively.
Professor Cuong proposed exempting personal income tax for research units, because they do not operate for profit but still have to pay tax. See more...
Teachers queue up to register for extra classes
After Circular 29/2024/TT-BGDDT took effect from February 14, the number of teachers coming to the one-stop departments of the District People's Committee in Hanoi to register for additional teaching business households increased sharply. Due to the limited number of documents received each day, many teachers have to queue up, even many times but have not yet completed the procedures.

The business registration process requires declaring the correct form and providing complete documents, while many teachers do not clearly understand and read the new regulations carefully, leading to having to amend their documents many times. Some teachers in public schools also face obstacles because they are not allowed to stand in the name of their business household and have to ask someone else to represent them.
Circular 29 replaces Circular 17/2012/TT-BGDDT with 8 new points, which stipulates that individuals and organizations providing additional teaching must register for business. This is the main reason why the number of teachers has flocked to the District People's Committees to complete procedures in recent days. See more...

Initial results of the inspection of extra teaching and learning in Hai Phong
Immediately after Circular 29/2024/TT-BGDDT took effect, the Department of Education and Training of Hai Phong City disseminated and thoroughly grasped the new regulations through documents, conferences and instructions. At the same time, the Department advised the City People's Committee to issue specific regulations on extra teaching and learning in the area, requiring educational institutions to strictly implement.

On February 14, the Department established 3 surprise inspection teams in Kien An, Hong Bang, An Duong districts and Kien Thuy district. Initial results show that schools strictly implement regulations, promote propaganda, and create consensus among teachers, students, and parents. The school reviews the needs of extra classes of students and implements appropriate plans.
According to reports from schools, the number of teachers participating in extra-curricular teaching is very small. The Department of Education and Training will continue to closely monitor the implementation of Circular 29, aiming to build a civilized learning environment, ensuring comprehensive education quality.
