The Ministry of Education and Training issued the 2025 enrollment regulations with a new point of eliminating early admission and applying the conversion of equivalent scores between admission methods in the same major. If a major has only one admission method, there is no need to convert, but if there are many methods, conversion is necessary to ensure fairness.
Associate Professor, Dr. Hoang Minh Son - Deputy Minister of Education and Training emphasized that enrollment autonomy must come with accountability, ensuring transparency and fairness. Schools still have the right to choose the admission method, but the Ministry will guide how to convert scores appropriately for each major. The Ministry does not apply a rigid formula but provides a conversion framework based on criteria such as high school graduation exam scores, transcript scores, competency assessment test scores, thinking assessment, for schools to adjust according to their own characteristics.

Organizing separate test scores for independent candidates in high school graduation exams
