From practice, he proposed solutions to organize educational activities according to students' preferences, managed by them themselves. Activities are organized in groups, taking place simultaneously in the same time frame, without needing many teachers in class, but only needing one general supervisor to ensure safety, discipline and support when needed. For grade 3-5 students, self-management ability has been formed; grade 1-2 students can be supported by older classmates, both reducing pressure on teachers and increasing humanity in the school environment.
This solution helps schools use human resources flexibly, still ensure enough classes, maintain boarding and stable living, and at the same time bring peace of mind to parents. Roadmap to increase professional preferential allowances for teachers to the highest level of 100%
The Ministry of Justice is appraising the draft Decree on professional preferential allowances proposed by the Ministry of Education and Training, which stipulates an allowance level of 20-80% for each target group. The group enjoying the highest level includes teachers teaching at ethnic minority boarding schools, specialized schools, university preparatory schools, facilities for people with disabilities, integrated education centers and areas with particularly difficult socio-economic conditions. Notably, for the first time, school staff are proposed to enjoy professional preferential allowances at a rate of 20%.

The draft also stipulates the method of calculating professional preferential allowances based on the salary coefficient, position allowance, seniority and basic salary level for civil servants receiving salaries according to the coefficient; or calculated according to the agreed salary level for contract workers, not lower than the regional minimum wage. In case of not working enough months, the allowance is calculated according to the actual number of days eligible for enjoyment.
Regarding the roadmap, the period January 1, 2026 - December 31, 2030 will continue to apply the allowance levels according to the draft Decree. From January 1, 2031, professional preferential allowances will be implemented according to Resolution 71: preschool and general education teachers in particularly difficult areas and specialized schools will enjoy 100%; the remaining teachers will enjoy at least 70%; school staff and supporting positions will enjoy 30%.
