Increase teacher allowances to a minimum of 70%, Ministry of Education and Training proposes application time

Resolution 71/NQ-TW of the Politburo and Resolution 248/2025/QH15 of the National Assembly affirm the policy of increasing professional preferential allowances for preschool and general education teachers to a minimum of 70%, showing the Party and State's priority for the teaching staff. However, although Resolution 248 takes effect from January 1, 2026, the National Assembly assigned the Government to stipulate a roadmap for implementation, so teachers do not immediately enjoy the 70% level but have to wait for the guiding decree.

Implementing this requirement, the Ministry of Education and Training has developed a draft Decree regulating professional preferential allowances for the period 2026-2030 as a transitional period. According to the draft, allowances continue to be applied according to the subjects and working conditions, with levels from 30% to 80%: preschool and primary school teachers enjoy 45%; secondary and high school teachers enjoy 40%; teachers in ethnic minority and mountainous areas enjoy 60%; teachers in ethnic minority boarding schools, specialized schools, university preparatory schools, teaching people with disabilities or areas with special difficulties enjoy up to 80%.

The Ministry of Education and Training proposes that from January 1, 2023, it will fully implement the orientation of Resolution 71, accordingly, the preferential allowance for preschool and general education teachers is at least 70%, maximum 100% in particularly difficult areas; school staff enjoy at least 30%. Teachers are under pressure for "double assessment

The Ministry of Education and Training pointed out major inadequacies in assessing and creating motivation for teachers today when teachers have to bear "double assessment", both according to professional standards and according to professional title standards, leading to overload of administrative records but low management efficiency. The system of teacher titles is still scattered, lacking unity between levels of education, types of educational institutions; rigid promotion mechanisms, lack of regulations on unexpected promotions, have not created motivation to strive continuously and have not fully covered non-public teachers and foreigners.

To overcome this, the draft Decree aims to shift from the "promotion" mechanism to "professional promotion", establishing a unified list of titles for the entire education system. After arrangement, some provinces reduced nearly half of the number of preschool education institutions

According to the Ministry of Education and Training, the arrangement of the network of educational institutions in localities is being implemented according to a roadmap, mostly maintained in 2025 and implemented after the 2025-2026 school year. At the preschool education level, 6/23 provinces maintained the status quo, 15/23 provinces decreased from 1.76% to below 10%, especially 1 province completed the merger, reducing up to 45.83% of the number of institutions. General education and continuing education also recorded a certain level of merger, in which continuing education decreased sharply in many localities.

The Ministry of Education and Training assesses that the initial arrangement helps streamline focal points, reduce management staff, rearrange staff, and overcome the situation of local teacher surplus and shortage.
