Continue to streamline the internal organization of ministries, branches, and localities
On the morning of January 8, the Government organized a national online conference with local authorities.
According to the report of the Ministry of Home Affairs at the conference, Decree 178/2024/ND-CP (amended and supplemented in Decree 67/2025/ND-CP) was implemented promptly and transparently, and has now been completed, no longer pending.
The whole country has 146,839 people who have decided to quit their jobs. To date, 100% of the subjects have received payment. The settlement of regimes and policies for the contingent of cadres and civil servants after arrangement has been seriously implemented, initially associated with restructuring and improving the quality of cadres and civil servants.
Regarding the direction and tasks for 2026, the Ministry of Home Affairs said it will continue to review and streamline the internal organizations of ministries, central agencies, departments, branches in localities and public non-business units, state-owned enterprises.
Implement the arrangement of public service units, schools, medical facilities, state-owned enterprises, and streamline organizations within agencies, units, and organizations in the political system according to directives.
The Ministry of Home Affairs continues to advise the Government to issue documents amending and supplementing regulations on organizational structure, staffing, recruitment, evaluation, planning, training, and fostering cadres according to the new regulations of the Politburo so that localities have a basis for unity in implementation.
Localities urgently consolidate the positions of officials and civil servants who are still lacking, ensuring quantity, both doing and drawing experience, promptly proposing solutions to improve the efficiency of official work, ensuring the 2-level government apparatus operates smoothly and effectively.
Effectively organize the implementation of new mechanisms and policies on attracting and valuing talents into the administrative apparatus, and innovate methods of evaluating cadres, civil servants, and public employees based on their capacity and performance results.

Continue to streamline staff in 2026
Another important task mentioned by the Ministry of Home Affairs is to continue implementing the policy of streamlining staff, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees.
Strictly implement the regulations and conclusions of the Politburo on personnel management for the period 2022-2026, report to competent authorities on the results of personnel management implementation for the period 2022-2026 and propose personnel for the period 2026-2031 of ministries, branches, and localities.
The Ministry of Home Affairs continues to urge and inspect the review, arrangement, and placement of cadres, civil servants, and public employees to ensure correct job positions, meeting task requirements; propose adjustments in salaries and allowances for cadres, civil servants, public employees and armed forces after arranging the organizational structure and local government organization at 2 levels; develop and complete a Decree regulating civil servant job positions.
Review all public assets and working headquarters that are not used or used ineffectively or for improper purposes to handle according to regulations.
Relevant ministries, branches, and localities urgently complete the planning of provinces, communes, and special zones; preside over and coordinate with localities to allocate funds, complete headquarters with equipment and working vehicles, and handle redundant headquarters to ensure stable and effective operating conditions.
Continue to review, arrange, manage closely, and use public assets effectively, proposing to the Government a plan for handling and progress of handling redundant facilities and public assets, avoiding loss and waste, and ensuring resources are used for the right purpose and effectively.
