The Ministry of Education and Training (MOET) has completed and sent to the Ministry of Justice for appraisal the draft Decree stipulating the preferential allowance regime for civil servants and employees working in public educational institutions. Notably, this draft has clearly established a roadmap for implementing preferential allowances by profession, including the group of school staff - subjects who have long enjoyed less preferential treatment policies.
According to the proposal of the Ministry of Education and Training, in the initial phase, the 20% preferential allowance level will be applied to public employees and employees working at public educational institutions, belonging to three job position groups including: group of common professional titles; group of support and service job positions; and group of specialized professional titles, excluding teachers and lecturers.

With this regulation, school staff such as libraries, clerical staff, accountants, school health workers... are officially included in the category of enjoying professional preferential allowances at a rate of 20%. This is considered an important step forward, because this group of workers plays an indispensable role in school operations but does not have a specific and clear allowance mechanism like teachers.
Regulations on implementation roadmap
The draft Decree also clarifies the roadmap for implementing professional preferential allowances for preschool teachers and general education teachers. The allowance levels specified in this Decree will be applied in the period from January 1, 2026 to the end of December 31, 2030. Setting a specific time frame helps ensure policy stability, while creating a legal basis for localities to proactively balance budgets.
From January 1, 2031, the preferential allowance regime by profession will be implemented according to Resolution No. 71-NQ/TW of the Politburo - a document with long-term orientation for the salary and allowance policies of teachers and workers in the education sector.
In which, public employees and non-teachers and lecturers – including common professional title groups, support and service groups and specialized professional title groups in public educational institutions – will enjoy professional preferential allowances at a rate of 30%.
Recognizing the role of school staff
The first clear determination of the allowance level for school staff in the long-term roadmap is considered an important adjustment, showing the recognition of the role of the "education logistics" team. This is the force directly involved in financial management, records, student health care, library operation, equipment... contributing to ensuring smooth teaching and learning activities.
Compared to before, when school staff mainly received salaries according to grades and common allowances, and there were no preferential allowances according to their own professions, this proposal is expected to create more motivation, contributing to stabilizing the staff and improving service quality in schools.
Currently, the draft Decree is in the process of appraisal. If promulgated, it will be an important legal basis for synchronously implementing preferential allowance policies for the entire workforce in public educational institutions.
