Summer is the time when many teachers take advantage of their time to organize extra classes to strengthen students' knowledge.
The Ministry of Education and Training has also repeatedly stated that the need for extra classes and tutoring is real. What is worth condemning is the behavior of transformation in extra teaching and learning that causes public outrage.
This is also the reason why Circular 29/2024/TT-BGDDT was issued and took effect from February 14.
The Circular stipulates many contents on extra teaching and learning for general education and continuing education.
According to Article 6, Circular 29/2024/TT/BGDDT, teachers are allowed to organize extra teaching activities outside of school with fees collected from students during the summer vacation and must fulfill the following requirements:
Register a business in accordance with the provisions of law;
Publicly on the electronic information portal or listed at the place where the tutoring institution is headquartered on the subjects that are organized for tutoring; the duration of tutoring for each subject according to each grade; location, form, time of organizing tutoring and tutoring; list of tutors and tuition fees before enrolling in tutoring and tutoring classes.
Extra teachers outside of school must ensure good moral qualities; have professional capacity suitable for the subjects they teach.
Teachers who are teaching at schools participating in extra teaching outside of school must report to the Principal or Director or head of the school (hereinafter referred to as the Principal) about the subjects, location, form, and time of participation in extra teaching.
In addition, according to the provisions of Article 4, Circular 29/2024/TT/BGDDT, when organizing extra teaching, teachers need to pay attention to the following cases that are not allowed to teach extra classes:
No extra teaching is organized for primary school students, except in the following cases: training in arts, physical education, life skills training.
Teachers who are teaching at schools are not allowed to teach extra classes outside of school with fees collected from students that the teacher is assigned to teach according to the school's education plan.
Teachers in public schools are not allowed to participate in managing and operating extra teaching outside of school, but can participate in extra teaching outside of school.
In addition, when teaching extra classes, teachers should not force students to take extra classes in any form; it is necessary to sign a transparent commitment with parents about tuition fees, duration, and teaching content.
Thus, teachers are allowed to teach extra classes during the summer, but must ensure compliance with the regulations in Circular 29.
