Leaders of the Department of Education and Training of Dak Lak province said that the inter-sectoral inspection team of the unit and the Provincial Department of Finance are still working with schools in Buon Ma Thuot, Thanh Nhat, Tan An, Tan Lap, Ea Kao wards and Hoa Phu commune (belonging to the old Buon Ma Thuot city) on paying professional preferential allowances to teachers in the period 2021 - 2024.
According to the leader of the Provincial Department of Education and Training, functional agencies have established many working groups to directly go to units to review dossiers and lists of teachers eligible for policies.
However, because the number of teachers eligible for benefits is up to thousands of people, the process of inspection and comparison takes a lot of time.
At some schools, the records of many teachers are still lacking or incomplete according to regulations, so they need to be supplemented before being included in the payment list.
In March 2026, we will continue to review and statistically detail so that the Department of Finance has a basis to advise on arranging and supplementing funds, and promptly pay allowances to teachers working at schools in Buon Ma Thuot city (old)", the leader of the Department of Education and Training of Dak Lak province added.
Reflecting to Lao Dong Newspaper, Mr. Vuong Ha (name changed as requested) - a teacher at a secondary school in Buon Ma Thuot ward - said that he has worked in the education sector for more than 20 years.
In the period 2021 - 2024, the total amount of money (5% professional preferential allowance) that I have not received is more than 10 million VND. For many people, this may not be a large amount of money, but for my family, this is an income that helps solve many things" - Mr. Ha shared.
Mr. Vuong Ha added that the school where he works has compiled a list of teachers eligible for policies. However, teachers still have to wait for competent authorities to allocate funds to pay completely.
Previously, in April 2025, the Dak Lak Provincial Inspectorate announced the results of a surprise inspection on the payment of preferential allowances to teachers in 15 district-level (old) localities and the Dak Lak Provincial Department of Education and Training.
According to Decision No. 244 of 2005 of the Prime Minister, teachers teaching at kindergartens and elementary schools in mountainous areas are entitled to a 50% preferential allowance, while in the delta, city, and town areas it is 35%.
Before May 2021, Dak Lak province had 184 communes, wards, and towns belonging to ethnic minority and mountainous areas. However, according to Decision No. 861 dated June 4, 2021, the number of communes in this area decreased to 130/184.
According to the Inspectorate of Dak Lak province, due to not promptly updating Decision 861, 13 units in Dak Lak have spent allowances against regulations with a total amount of more than 125 billion VND in the period from June 2021 to September 2024.
Separately, the Buon Ma Thuot City People's Committee (old) has assigned estimates for schools to pay preferential allowances to teachers who are directly teaching at schools in communes and wards in ethnic minority and mountainous areas lower than the prescribed level.
From June 4, 2021 to the end of 2024, the People's Committee of Buon Ma Thuot city (old) paid in excess to teachers directly teaching at public educational institutions in 7 communes and wards (old) including: Cu Ebur, Ea Kao, Ea Tu, Hoa Phu, Hoa Thang, Hoa Xuan and Ea Tam ward, with a total amount of more than 30.4 billion VND.
The Inspectorate of Dak Lak province determined that the responsibility belonged to the Chairmen of the People's Committees of localities, Heads of the Finance - Planning Department and Heads of the Department of Education and Training under the (former) District People's Committees.
At the same time, the Provincial Inspectorate requested units to recover the entire amount of wrongly spent allowances and organize a review of the responsibilities of individuals and collectives involved. The Buon Ma Thuot City People's Committee (old) must fully pay the remaining allowance amount to teachers.
Up to now, after deploying the local government at 2 levels, the responsibility for paying the above amount belongs to the People's Committees of communes, wards and schools.
