Following the Lao Dong Newspaper's reflection on the fact that many teachers in Minh Hoa district (Quang Binh province) have taught for more than 30 years but have not received the regime for areas with particularly difficult socio-economic conditions, the Department of Home Affairs has provided initial information.
Speaking with Lao Dong Newspaper, Director of Quang Binh Department of Home Affairs Tran The Vuong said that handling the case of teachers who have not received subsidies is under the authority of Minh Hoa District People's Committee.
The Director of the Department of Home Affairs informed that the beneficiaries of this regime are civil servants and public employees receiving salaries from the state budget. The Department only guides the implementation of regulations from superiors.
Mr. Tran The Vuong further explained that the authority to recruit, receive and implement other policies belongs to the District People's Committee. The Department only provides professional and technical guidance to implement documents in accordance with legal regulations.
Previously, as reported by Lao Dong Newspaper, many teachers in Minh Hoa district (Quang Binh) reported that they had not received a one-time subsidy according to Decree 76/2019 of the Government despite having taught for more than 30 years in an area with particularly difficult socio-economic conditions.
These teachers started working in 1991, were granted a decision by the Minh Hoa District People's Committee to temporarily recruit contract staff, and in 1994 were classified as civil servants and public employees according to the decision of the Quang Binh Provincial People's Committee.
According to regulations, teachers who have worked in disadvantaged areas for 10 years or more will receive a one-time allowance when they transfer jobs or retire. However, despite submitting their applications in 2021, the teachers have not yet received their benefits and have not received a clear explanation.
By 2023, they were denied benefits on the grounds that there was no recruitment decision or decision to recognize recruitment results from a competent authority; there was no decision to grant benefits approved by the principal.
