Accordingly, the document committing to voluntarily conduct emission tests for diesel engines has the following contents:
I have been clearly explained by the registration inspector about the emission inspection process using the free acceleration method and the technical risks that may arise for cases where the vehicle when fully pedaling the accelerator has the maximum rotation speed of the engine exceeding the maximum rotation speed limit according to the manufacturer's regulations, especially for cases where the engine is old and the engine is not properly maintained.
Currently, due to the lack of technical documents to determine whether the rotation speed of my vehicle's engine exceeds the maximum rotation speed limit according to the manufacturer's regulations or not, I voluntarily request the Vehicle Registration Agency to carry out emission measurements for my vehicle in accordance with current procedures and regulations to serve technical safety and environmental protection inspection and commit:
Being fully responsible and self-paying all repair and remediation costs for damages and technical incidents of engines or related systems (if any) arising during and after the emission measurement process and not complaining or suing registration facilities as well as registration officers about the above-mentioned technical damages and incidents, except in cases where registration officers perform incorrect inspection procedures".
Informing Lao Dong Newspaper, a registration center said that this is a sample commitment record of the vehicle owner, Appendix IV (attached to Document No. 534/ĐKVN-PTGTĐB dated February 13, 2026 of the Vietnam Register).
Notably, in the above document, the Vietnam Register said that the Register received many concerns from registration facilities related to the risk of engine failures that may arise during the emission testing of diesel engine vehicles.
Regarding this issue, the Vietnam Register Department requests registration facilities and registration officers to strictly comply with the instructions attached to the document to limit risks leading to complaints, lawsuits, and unnecessary compensation for damages caused by registration officers not complying with the instructions.
The Vietnam Register also said that in the past long time, there has been a phenomenon that some registration facilities and inspectors have not properly carried out vehicle inspection, specifically such as: Checking brakes, side slips, front lights, emissions... not in accordance with the inspection process and method, leading to inaccurate inspection results.
There are many reasons for the above situation such as: Regulations are not fully issued, not close to reality; training work is not good; inspection conditions are not guaranteed such as: Vehicles, inspection locations, inspection equipment....
To overcome this situation, recently the Government, the Ministry of Construction and the Vietnam Register have researched, developed, amended, and supplemented legal normative documents to ensure compliance with the Party's guidelines and policies, the State's laws, and in accordance with reality.
Currently, the Draft Decree replacing Decree No. 166/2024/ND-CP has completed the procedures and is being submitted to the Government for promulgation, the Ministry of Construction and the Vietnam Register are implementing the development of the Draft Circular replacing Circular No. 47/2024/TTBGTVT, National Technical Regulation to replace QCVN 122:2024/BGTVT.
While waiting for the issuance and to promptly implement Decision No. 43/2025/QD-TTg of the Prime Minister, the Vietnam Register sends inspection facilities guidance on the process and methods of inspection for emissions and front lights of cars (details are stated in Appendix I and Appendix II attached) for inspection facilities and inspectors to ensure that inspection results are accurate and in accordance with regulations.
In addition, the Vietnam Register requires inspection facilities and inspectors to regularly conduct internal training, improve their knowledge, professional expertise, and practice emission inspection according to new and serious inspection methods and procedures.
