The teacher shortage problem is not only in Quang Ninh, but many provinces and cities across the country have been facing it for many years.
According to the Department of Education and Training of Quang Ninh province, currently, this locality is short of about 2,000 teachers compared to the central government's framework norms; many subjects, localities lack recruitment sources. In recent years, the provincial education sector together with localities and schools have been flexible and creative in mobilizing, rotating, and supporting each other, thereby ensuring staff and meeting teaching requirements.
To prepare for the next school year, the Department of Education and Training of Quang Ninh province is developing the Regulation "Moving and transferring teachers and teachers holding management positions in public preschool, general and continuing education institutions in Quang Ninh province", to submit to the Provincial People's Committee for consideration.
According to Mr. Dinh Ngoc Son - Deputy Director of Quang Ninh Department of Education and Training, the current rotation of teachers between commune-level administrative units is decided by commune-level leaders.
However, commune-level leaders cannot transfer or rotate teachers under their management to other areas, but must do so by the Department of Education and Training.
This has only now had a basis for implementation according to Clause 2, Article 11 of Decree 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers; Transfer subjects are implemented according to the provisions at Point a, Clause 1, Article 12 of Decree 93/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Teachers.
Teacher rotation is organized and implemented in 14 areas, so that if teachers have to be rotated, they will not have to go to schools too far from home.
According to the draft regulation, teachers mobilized to units that need to be strengthened must ensure age conditions, not exceeding 50 years old for women and not exceeding 55 years old for men.
In particular, the remaining number of teachers at the school after transfer must ensure at least 85% of the quota according to the regulations of the Ministry of Education and Training, while still meeting the requirements of teaching and organizing educational activities. For preschool level, each class or group of children must have at least 2 teachers.
The maximum mobilization period is 2 years for educational institutions in area 1 and a maximum of 3 years for the remaining areas. Other mobilization cases are no more than 1 year.
Answering reporters of Lao Dong Newspaper, Mr. Dinh Ngoc Son said that teacher rotation must be carefully calculated between schools, commune-level People's Committees and Departments of Education and Training, ensuring complementarity and mutual support, avoiding the situation where places that are lacking still have to be transferred.
Some teachers believe that the rotation, in addition to rationality, must be fair and transparent, in which in addition to considering age and family, it is also necessary to consider previous rotations.
Currently, there are still quite a few teachers who have been transferred from previous rounds and have expired their transfer period but have not yet returned to their old school or school near home.
In addition to rotation to solve the local teacher shortage situation, Quang Ninh continues to recruit more teachers to supplement human resources, including implementing labor contracts in the context that the payroll does not increase but the number of students continues to increase.
Along with that, continue to attract investment in high-quality private educational institutions and support attracting non-public teachers.
