Hai Phong sets a target of more than 90% of schools meeting national standards by 2030

Hai Phong - The city strives to have 1,014 schools meeting national standards by the end of 2026 (equivalent to 72.22%).

According to a report by the Department of Education and Training, as of July 1, 2026, the whole city has 1,404 schools, of which 979 schools meet national standards, reaching a rate of 69.73 %.

Localities have paid attention to improving the quality of education, promptly building, renovating, and supplementing classrooms, facilities, and educational works that are still lacking to maintain national standard achievement results.

Many educational institutions have developed plans and roadmaps to improve the quality of national standard schools, gradually ensuring to meet practical and sustainable standards; strengthen investment in modern teaching equipment, effectively apply management and teaching software; proactively mobilize resources to build multi-purpose buildings, smart classrooms, purchase teaching equipment such as projectors, televisions, computers...; arrange and arrange the teaching staff to ensure optimization to fully implement the education program; every school year, recruit teachers to supplement the shortage of staff, gradually balancing the teacher structure of subjects.

Self-assessment and assessment activities outside of recognizing national standard educational institutions ensure objectivity, accurately reflect the actual quality of education in schools, have a positive impact on teaching and learning activities, create changes in professional discipline, and improve the effectiveness of direction, management and quality of education.

However, the national standard achievement rate in some communes/wards/special zones is lower than the average national standard achievement rate of the whole city.

National standard educational institutions in the previous period, after many years, facilities and classrooms have deteriorated, become outdated, and have not been invested in and renovated in time.

The number of students and classes is increasing rapidly, especially in urban areas and industrial parks, leading to a shortage of classrooms. The merger of schools forms schools exceeding the scale of classes, not ensuring regulations on national standard schools.

In 2026, the city sets a target of having 1,014 schools meeting national standards (equivalent to 72.22%); in the period 2026 - 2030, there will be 1,278 schools meeting national standards (equivalent to 91%).

To complete the set goals, Vice Chairman of the City People's Committee Vu Tien Phung assigned the People's Committees of communes, wards, and special zones to focus on leading and drastically directing the construction of national standard schools; include the target of building national standard schools in the annual socio-economic development plan and the period 2026 - 2030; prioritize allocating resources to invest in facilities and teaching equipment; build a specific roadmap, striving to complete the target of over 90% of schools meeting national standards by 2030.

The Department of Education and Training shall preside over and coordinate with agencies, units, and localities to guide, urge, and inspect the implementation of building national standard schools; advise the City People's Committee to assign targets for building national standard schools to localities. Along with that, advise on the implementation of solutions to recruit, use, mobilize, arrange and attract teachers, ensuring sufficient quantity and structure according to regulations.

The Department of Finance presides over advising on allocating funds according to regulations, prioritizing investment for educational institutions in difficult areas, schools that have not yet met national standards or have reached the deadline for re-recognition. Departments, branches, and related units, together with localities, remove difficulties and obstacles in planning, land, construction investment, and ensure conditions to effectively implement the construction of national standard schools...
