At the conference, delegates approved the decision to merge Vinh Long - Thang Thuy Primary School (facility 2) into Trung Lap Primary School, called Trung Lap Primary School. Trung Lap Primary School is a primary education institution in the national education system; is a public non-business unit that self-ensures part of its operating funds, directly under Vinh Thinh Commune People's Committee; has legal status; has a headquarters; has a private seal and is allowed to open accounts at the State Treasury and the Bank according to the provisions of law.
The school is under the direct management of Vinh Thinh Commune People's Committee; under the inspection and professional guidance of the Department of Education and Training. Regarding the working headquarters, Trung Lap Primary School has its headquarters (school point No. 1) in Ang Duong village and school point No. 2 in Ha Phuong village.
The merger of school facilities is part of the policy of rearranging the school network in the commune to streamline the management apparatus, effectively use resources of facilities, teaching equipment and teaching staff. Thereby, creating favorable conditions to improve the quality of teaching and learning, ensuring the best rights for students in the area.
On July 7, Vinh Hoa commune also announced the decision to rename Vinh Long - Thang Thuy Primary School to Vinh Long Primary School; rename Vinh Long - Thang Thuy Primary School Party Cell to Vinh Long Primary School Party Cell. Along with that, announced decisions on the school's personnel organization work according to authority, ensuring the consolidation of the leadership and management apparatus, meeting the requirements of tasks in the new period.
Also on this occasion, Tran Phu commune organized a ceremony to announce Decision No. 3019/QD-SGDĐT of the Director of the City Department of Education and Training on the transfer and appointment of Ms. Mac Thi Anh - Vice Principal of An Binh Kindergarten (An Phu commune) to receive the task and hold the position of Principal of Hiep Cat Kindergarten (Tran Phu commune, Hai Phong). The term of office is 5 years, from July 6, 2026.
