On September 1st, many videos appeared on social networks recording the scene of an ostrich running amidst traffic on National Highway 18, the section from the intersection to Tuan Chau to the intersection with Hoang Quoc Viet street.
Talking to a reporter from Lao Dong Newspaper, Ms. Hoang Phan - who filmed one of the videos - said that at about 2:30 pm on August 31, when traveling with her family on National Highway 18 to Ha Long ward, when passing through the intersection of the road to Tuan Chau, everyone in the car suddenly discovered a ostrich running parallel to the car, so I used my phone to record the incident.
According to images in video clips on social networks, the ostrich continuously runs in the traffic flow, posing a risk of collisions and causing traffic unsafety.
Talking to a reporter of Lao Dong Newspaper on September 1st, a representative of Road Traffic Police Team No. 2, Quang Ninh Provincial Police Department, said that yesterday afternoon, the traffic police team on duty on the route discovered the incident and immediately handled the situation.
The working group proactively moved behind the ostrich, and at the same time warned and guided vehicles to reduce speed, maintain a safe distance and gradually approach so that the ostrich could run out of National Highway 18 - where many vehicles are circulating.
After that, the ostrich ran into the residential area.
Currently, functional forces are verifying and finding the owner of the ostrich to propagate, remind and consider handling according to regulations.
According to point d, clause 1, Article 11 of Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government, the act of allowing pets to travel on roads without ensuring safety for people and vehicles participating in traffic is fined from 150,000 VND to 250,000 VND.
