Expectations for many decisions
The Draft Law on Teachers is one of the draft laws that many voters have long been interested in and the teaching staff has long expected.
Ms. Nguyen Thi Viet Nga - National Assembly delegate of Hai Duong province said that in addition to institutions of the Party's viewpoints and guidelines on education, the drafted Law will solve outstanding problems facing the education sector. That is to improve the quality of education and training, solve the shortage and abandonment of teachers and teachers who are treated inappropriately by students, parents and society.
On the other hand, solve the phenomenon of individual teachers having inappropriate behavior towards students, parents and in life, propose many specific and attractive policies to attract high-quality human resources to the education sector as well as set specific requirements for the qualities and professional qualities of teachers.
As a long-time and dedicated person in the education sector, Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An province hopes that when the Law on Teachers is promulgated and takes effect, it will contribute to innovating the State management of teachers; help improve the initiative of education management agencies at all levels; basically overcome bottlenecks, limitations, and inadequacies in the management and development of teachers today.
On the other hand, the law will be a solid legal corridor to develop the teaching staff, creating a great driving force to bring the country's education career to new heights. Thereby, improving the quality of the teaching staff - a factor that is decisive for the development of high-quality human resources and the development of creative people.

So that the Law does not stop at documents
The draft Law on Teachers stipulates professional activities, rights and obligations of teachers; titles and professional standards of teachers; recruitment and use of teachers; salary and treatment policies for teachers; international training, fostering and cooperation for teachers; honoring, rewarding and handling violations of teachers; teacher management. Notably, teachers' salaries are ranked highest in the administrative career salary scale system. In particular, teachers also receive other allowances.
The country currently has over 1.6 million teachers working in both the public and non-public sectors, from kindergarten to university, from high school to vocational training; nearly 115,000 teachers are studying in universities and pedagogical colleges, an important reserve source for the teaching staff in the future. Therefore, new policies on salaries and bonuses commensurate with the position and role of teachers are the expectation of millions of teachers.
"Hopefully, in the coming time, when the Law is promulgated, the Ministry of Education and Training, Departments and branches will have detailed instructions, so that our teachers can understand, be excited and feel secure in their work and contribute to the industry" - Ms. Le Thi Hang, a junior high school teacher in Thanh Hoa expressed.
From the expert's perspective, Dr. Le Dong Phuong, Vietnam Institute of Educational Sciences - said that careful calculations are needed to ensure that the Law on Teachers will truly change salary, regime standards, treatment, and recruitment for teachers.
"Avoid letting the Law on Teachers stop at the document on the position and role of teachers" - Mr. Phuong hopes.
Assigning recruitment authority to the education sector
The draft Law on Teachers allows preschool teachers to retire up to 5 years earlier than the regulations if they wish. In case of having paid social insurance for 15 years or more, the pension rate will not be reduced.
The draft also proposes to give autonomy in recruitment to the education sector, decentralize to heads of public higher education and vocational education institutions to self-recruit teachers.

In addition to preferential policies for teachers, a series of new policies and policies have also been implemented by the Party and State to "Towards effective, quality but low-cost education".
The Politburo decided to exempt all tuition fees from preschool to all public high schools nationwide starting from September 2025. In Hanoi, following the suggestion of General Secretary To Lam, in the 2025-2026 school year, the city plans to spend VND3,063 billion (public about VND2,820 billion; private about VND240 billion) to support lunch for about 768,000 primary school students.
