The Government Office has just issued Document No. 438/TB-VPCP dated August 22, 2025, announcing the conclusion of Prime Minister Pham Minh Chinh at the meeting on implementing the campaign to build schools for border communes, including boarding houses for students and teachers.
The Prime Minister requested ministers, heads of agencies, and Chairmen of People's Committees of border provinces and cities to focus on directing strongly with high political determination and taking drastic action, with specific plans; identifying this as a campaign that needs to be vigorously implemented.
Urgently with the motto "urgent, drastic", "certain", "effective", determined to complete the construction of 100 schools in 2025 and complete before August 30, 2026.
Each school must have an area of about 5 to 10 hectares, including a learning area, boarding, public housing, physical training, cultural activities and experiential activities, increasing production.
The location of the school must be calculated to ensure convenient traffic connection, with sufficient essential accompanying infrastructure (electricity, clean water, wastewater, telecommunications, etc.).
Allow the application of flexible contractor selection forms to ensure progress, including bidding, bidding, assigning work, including bidding organizations (if suitable to meet the progress) according to regulations and must be supervised and inspected immediately before, during and after construction.
Immediately establish a special interdisciplinary working group headed by the Minister of Education and Training to inspect, urge, and remove obstacles.
The Ministry of Education and Training coordinates with the Central Committee of the Vietnam Fatherland Front and localities to launch a campaign to build schools for border communes before August 30, 2025.
The Prime Minister requested the People's Committees of 22 provinces and cities with land border communes to take full responsibility for determining the list, needs, investment plans, content, progress and quality of investment implementation.
Planning, finding locations, preparing land with suitable areas, ensuring convenient transportation, electricity, water, and telecommunications infrastructure and calling on people to donate land; reviewing and synthesizing the list of investment projects and investment costs to the Ministry of Education and Training and the Ministry of Finance for balance and arrangement.
Register with the Ministry of Education and Training, the Ministry of Finance for the quantity, location, scale, investment content for school construction and commit to completing on time; organize investment implementation for specific projects; arrange land funds eligible for the construction of schools suitable for the terrain, soil, geology, etc.
The Prime Minister assigned the Ministry of Finance to be responsible for calculating, balancing, arranging and allocating funding sources in a complete and timely manner, saving 10% of the regular expenditure of all agencies, units and localities from the beginning of the year.
Guiding the People's Committees of 22 provinces and cities with border communes, investors to determine and implement the mechanism of appointing bids, assigning bids, assigning work to implement construction to ensure progress, quality, and efficiency.
The Ministry of Finance coordinates with the Ministry of Education and Training and localities to review and synthesize the list and funding of investment projects to balance and allocate capital to localities; synthesize and balance the allocation of funding to maintain regular annual operations of schools when they are in operation.
