Plan to reorganize schools after the merger
In Resolution No. 125/NQ-CP dated May 9, 2025, the Government approved the dossier of the Project on reorganizing provincial-level administrative units in 2025 submitted by the Ministry of Home Affairs.
At the same time, in Resolution No. 126/NQ-CP dated May 9, 2025, the Government also approved 34 dossiers of the Project on the arrangement of commune-level administrative units in 2025 submitted by the Ministry of Home Affairs.
According to the content of Resolution No. 126 that has just come into effect, the plan to organize public service units in the education sector will keep public secondary schools, primary schools, and kindergartens and transfer them to local authorities at the commune level for management.
Along with that, vocational education centers and continuing education centers under the People's Committees at the district level are currently expected to be transferred to the Department of Education and Training (DET) for management and reorganization to provide services by area (inter-commune, ward).
After implementing the 2-level local government model, the Department of Education and Training will no longer exist.
Ensuring the quality of public educational institutions when implementing the 2-level local government model
In Official Dispatch No. 1581, the Ministry of Education and Training requested the Provincial People's Committee to only review and determine the contents of state management of education currently implemented at the district level to adjust and transfer to the provincial level (Department of Education and Training) or the People's Committee of the commune for management.
The Ministry also requested provinces and cities to carry out administrative activities related to education to operate normally, smoothly, continuously without interruption, without affecting the normal operations of society, people and businesses.
The contents of state management in the field of education must be assigned to specialized agencies with sufficient capacity, to ensure the implementation of tasks related to job position decision, financial norms, staff assignment and budget allocation for the education sector in the province.
Decentralization needs to be carried out in a strong direction but not loosely managing; ensuring no omission, no division or interruption of professional management contents and quality assurance conditions in the national education system.
The Ministry of Education and Training emphasized that state management of professional contents, recruitment, arrangement, mobilization, secondment and development of the teaching staff should be assigned to the provincial professional agency (Department of Education and Training) to be implemented uniformly throughout the province. This is to ensure general regulation and timely handling of local teacher shortages among localities.
