The mobilization is maintained regularly every year to balance the staff, overcome the situation of surplus and shortage of teachers in some places, and improve the quality of education throughout the province.
A noteworthy point is the specific regulations on cases eligible for exemption or not yet considered for transfer. Teachers who are eligible for preferential policies for people with meritorious services to the revolution and teachers with dangerous diseases according to the regulations of the Ministry of Health are exempt from transfer.
This is considered a humane regulation, contributing to ensuring the rights of those in particularly difficult circumstances.
Many groups of teachers will not be considered for transfer if they do not have voluntary aspirations.
Female teachers who are pregnant or raising children under 36 months old; male teachers who are raising children under 36 months old alone due to wife's death or in other objective cases.
Teachers whose spouses are working in ethnic minority areas, mountainous areas, border areas, islands or areas with particularly difficult socio-economic conditions are also eligible for consideration of preserving the transfer.
The regulations also stipulate that the transfer is not considered for teachers who are being considered for disciplinary action, are under inspection, investigation or prosecution.
Teachers who are attending centralized classes for 12 months or more; teachers who are on probation; teachers who directly care for relatives with dangerous diseases.
Teachers who are participating in training the national excellent student team or performing tasks as required by the Ministry of Education and Training, Department of Education and Training.
In addition, teachers who have not reached 5 years since being recruited and appointed to professional titles are also not subject to transfer, except for voluntary cases.
In addition to stipulating cases of exemption and not yet considered for transfer, the regulation also stipulates that the transfer period has a term of no more than 12 months.
After completing the mobilization period and being evaluated from a good completion level or higher, teachers are arranged to return to their old units.
In case there is a wish to continue working at a new unit and the unit has a need to use it, it may be considered for transfer to an indefinite-term mobilization form.
For dossiers of transferring and reassigning teachers and management officials of educational institutions that have been received by competent authorities before the new regulations take effect but have not yet issued resolution decisions, the draft regulations will continue to be considered according to the new regulations.
This regulation aims to ensure uniformity and avoid interruptions in the process of resolving transfer dossiers of the teaching staff.
