On August 2, Khanh Hoa Provincial People's Committee announced that it had approved a plan to arrange public educational institutions in the province, implemented from the 2026-2027 school year.
Before the arrangement, Khanh Hoa province had 800 educational institutions, including 728 public educational institutions and 72 non-public educational institutions.
The public education system has 28,120 managers, teachers and staff, including 1,596 managers, 20,827 teachers and 5,697 staff.
According to the approved plan, from the 2026-2027 school year, the whole province will reduce 271/728 public educational institutions, equivalent to 37.2%, leaving 457 public educational institutions.
For the management team, localities will arrange some redundant management officials to the Department of Culture - Society, Office or Public Service Center under the commune-level People's Committee if there are still staff quotas and suitable expertise.
In addition, the locality will encourage management officials to return to teaching or take on the positions of team leaders and professional deputy team leaders to take advantage of high-quality human resources, contributing to overcoming the situation of teacher surplus and shortage.
Cases wishing to quit their jobs will be resolved according to Decree No. 154/2025/ND-CP of the Government and current legal regulations.
For teachers, after arrangement, schools will arrange according to teacher norms/class and in the total number of people assigned to ensure teaching activities in the 2026-2027 school year...
The locations of equipment, libraries, and school health facilities will be rearranged to suit the scale of students and the number of school sites.
For cases where it is not possible to arrange immediately, the locality will implement training, fostering or encouraging self-training to switch to the lacking professional positions.
Regarding facilities, after arrangement, localities continue to maintain existing school facilities to make new school sites, in order to minimize students and teachers having to move.
For surplus small-scale school sites, the locality will convert the function into community education centers, village cultural houses or appropriate purposes to avoid wasting public property.
2 models for public kindergartens, primary schools, and secondary schools
According to the approved plan, the locality implements the arrangement of educational institutions to form large-scale educational institutions according to 2 models: One-level School with Divisions (model 1) and Multi-level School with Divisions (model 2).
Model 1 will include 1 main school, with branches and school sites. Including 1 principal and vice principals.
Meanwhile, model 2 includes 1 main school, with branches and school sites with many levels of education.
In particular, it is possible to consider establishing a multi-level school with the highest level of education being a primary, secondary and high school directly under the Department of Education and Training if the commune-level People's Committee does not ensure the conditions and resources to form a multi-level school with the highest level of education being a primary and secondary school in the locality.
