Proposed levels of preferential allowances for preschool and general education teachers
The Ministry of Justice is appraising the dossier of the draft Decree stipulating the preferential allowance regime by profession for civil servants and employees working in public educational institutions proposed by the Ministry of Education and Training.
In the draft, the Ministry of Education and Training proposed a preferential allowance level by profession from 20 - 80%.
Accordingly, the 20% preferential allowance level is proposed to be applied to positions of school staff. This is the first time this subject has enjoyed professional preferential allowances.
The 40% preferential allowance is applied to teachers teaching at secondary schools, high schools, or centers including: continuing education centers, vocational education - continuing education centers, vocational education centers, vocational secondary schools.

Compared to current regulations, the draft is expected to increase preferential allowances for preschool and general education teachers. Specifically, preschool and elementary school teachers are expected to enjoy a 45% preferential allowance (an increase of 10% compared to the current 35%), and secondary and high school teachers are expected to receive a 40% preferential allowance (an increase of 10% compared to the current 30%).
Teachers' income at all levels will improve if preferential allowances increase
The current salary scale and salary coefficient of teachers are as follows:




If it increases by 10%, the income of teachers at all levels will improve somewhat depending on the salary level.
For example, grade III preschool teachers have a salary coefficient of 2.1, preferential allowance of 35%, total salary and allowances not deducted from social insurance are about 6.6 million VND/month. If the 45% allowance level is applied, it will increase to about more than 7 million VND. Thus, each month this group of teachers will receive a difference of about 500 thousand VND.
But for grade I preschool teachers, salary coefficient is 5.02, preferential level is 35%, total salary and allowances not deducted from social insurance are about 15.8 million VND/month. When the allowance is increased to 45%, the monthly salary increases by about 1.1 million VND.
Similarly, for secondary and high school teachers, if the professional preferential allowance increases by 10%, the teacher's income will be partially improved depending on the salary coefficient and teacher rank.
