Lao Cai lacks 1,386 teachers, many highland schools face difficulties

Lao Cai - The provincial education sector is currently short of 1,386 teachers, mainly in difficult-to-recruit positions such as Foreign Languages, Informatics and highland and border areas.

On September 17, the Delegation of National Assembly Deputies of Lao Cai province organized a thematic voter contact conference with managers, teachers, and staff of the Education and Training sector.

According to Director of the Department of Education and Training Luyen Huu Chung, in the 2026-2027 school year, the province has 509 educational institutions with 14,892 groups and classes and 477,552 children, students, and trainees.

The whole sector currently has 30,677 management officials, teachers, and staff, reaching 93.8% of the assigned staff and 85.8% compared to the norm. Compared to the assigned staff, the sector is still short of 2,034 people, including 1,386 teachers and 537 staff.

After arranging the school and class network, the Lao Cai Provincial National Assembly Delegation received 67 recommendations from voters in the Education sector, of which 30 recommendations were under central authority and 37 recommendations under local authority. At the conference, 23 direct opinions were raised.

One of the issues of concern is the shortage of teachers, especially in Foreign Languages, Informatics and highland and border areas.

Voters proposed to supplement staff, improve job positions, and at the same time have flexible mechanisms for visiting lecturers and teacher contracts so that schools can proactively solve the labor shortage situation.

Many voters also said that after the arrangement, some schools no longer have semi-boarding ethnic minority education, but students still have to stay at school because the distance from home to class is too far.

Therefore, there needs to be a transitional policy, expanding the support subjects so that highland students' rights are not affected.

Voters proposed to increase the level of lunch money support, regimes for catering staff and semi-boarding staff; soon guide the implementation of professional preferential allowances and retirement regimes for teachers.

In addition to human resources and policies, many opinions suggested continuing to invest in and repair schools, departmental classrooms, libraries, toilets, playgrounds, computer equipment, foreign languages and digital transformation infrastructure, prioritizing degraded facilities, difficult areas and schools that have just been rearranged.

Vice Chairman of Lao Cai Provincial People's Committee Giang Quoc Hung received and explained some recommendations under his authority, and at the same time assigned departments and branches to review and handle difficulties in staffing, facilities and regimes and policies for the Education sector.

Concluding the conference, Head of the Lao Cai Provincial National Assembly Delegation Giang Thi Dung requested the Provincial People's Committee to urgently direct the resolution of problems arising right from the beginning of the school year; pay special attention to arranging, using and ensuring regimes for teachers and staff.

According to Ms. Giang Thi Dung, it is necessary to study solutions to attract, recruit and retain teachers of subjects that are still lacking, especially English, Informatics and teachers working in highlands, border areas, and particularly difficult areas; and at the same time have appropriate support policies on working conditions, accommodation, and travel so that teachers can feel secure and stick with them for a long time.

The Lao Cai Provincial National Assembly Delegation will summarize and classify recommendations under the central and local authority to transfer to responsible agencies for consideration and resolution.
