The Ministry of Education and Training (MOET) has just issued Official Letter No. 5695/BGDDT-GDDH to higher education institutions (CSGDDH) to implement the Human Resources Training Project for high-tech development for the period 2025 - 2035, with a vision to 2045, according to Decision No. 1002/QD-TTg dated May 24, 2025 of the Prime Minister.
Accordingly, the Ministry of Education and Training recommends that CSGDDH develop a specific implementation plan, in line with the goals, development orientation, training and research capacity to implement the above Project.
Innovating STEM training programs
The Ministry of Education and Training requires CSGDDH to review and innovate training programs in science, technology, engineering and statistics (STEM), meeting program standards, practical requirements and approaching international standards; encourage the application of convergence education models, focusing on practical capacity and interdisciplinary approach, especially postgraduate training programs on digital technology, artificial intelligence and biotechnology.

Innovate and diversify methods of organizing training in STEM majors, applying digital training, artificial intelligence and open education models in conjunction with businesses and research institutes to form an artificial intelligence system and virtual space.
Strengthen the development of high-quality STEM training programs through cooperation with prestigious vocational schools around the world, implemented according to training linkage models, especially at postgraduate levels.
Applying modern training methods and advanced technology
The Ministry of Education and Training requires VNUs, based on their capacity and strengths in research and training, to plan and organize enrollment and training for talented engineer and master's training programs from 2025 to 2035, invite excellent lecturers to participate, apply modern training methods and advanced technology, ensuring the goals set for each stage.
In particular, the Ministry of Education and Training requires unifying the admission method for all talented engineer and master training programs; admission method for doctoral training in each major and group; developing regulations for coordinating training organization; inviting good lecturers and experts with rich experience to guide and support learners; thoroughly applying modern training methods, advanced educational technology, suitable for talented students and trainees, enhancing practical experience.
The Ministry of Education and Training also noted that higher education institutions need to closely link the training process with scientific research and technological innovation, incubate and develop strong research groups, especially interdisciplinary and inter-school research groups.
Attracting and retaining a team of excellent lecturers
The Ministry of Education and Training also requires vocational education students to closely link training of high-quality human resources with attracting and promoting people with doctoral degrees in STEM fields working abroad; prioritize the admission and sending of lecturers to study for a doctorate in STEM at prestigious vocational education students in the world.
Prioritize the task of scientific research in strategic technology fields for lecturers of training programs for engineers, talented masters, and graduate students in basic science and key engineering fields; have policies to encourage cooperation in training masters and doctors in STEM fields associated with scientific research and technology development between higher education institutions and enterprises according to the ordering mechanism based on output results.
Develop and implement policies to attract and maintain a stable team of excellent lecturers while applying long-term support policies on working, living and research conditions, especially for young lecturers with potential.
Upgrading the laboratory system
The Ministry of Education and Training recommends that VBSP prioritize investment in upgrading laboratory systems, technology and learning materials for high-tech training and research; strengthen cooperation between VBSP; mobilize financial support and scholarships from businesses, creating conditions for learners to practice and intern at businesses.
Expanding international cooperation
The Ministry also requested that CSGDDH need to strengthen the building and expansion of international relations with CSGDDH in countries and economies with high development levels in science and technology; with large technology corporations and international organizations to exchange experiences and cooperate in human resource training associated with high-tech research and development.
Build excellent training and research centers in the fields of high technology and strategic technology according to the public-private partnership model, with the participation of large technology corporations, human resource-using enterprises and companies providing specialized technology training services.
