Mr. Chuong said that there are 3 reasons leading to this decision. First, through the results of analyzing the exam score data of candidates taking the exam at the Tuyen Quang Specialized High School exam site, the Ministry found that the exam results of all subjects at this exam site were higher than other specialized high schools nationwide.
Second, the investigating agency has determined that the teacher admitted to entering the exam room and reminding students at the exam rooms, with the exam subjects.
Third, the initial verification results of the Investigation Security Agency of the Ministry of Public Security have also determined that, to date, some candidates have admitted to exchanging exam papers but have not reflected the reality and comprehensively.
Violations occurring at the Tuyen Quang High School for the Gifted exam site are violations of the collective exam site that have made the exam results of all candidates untruthful, objective, and unfair" - Mr. Chuong said and said that, based on the regulations of the high school graduation exam regulations, the Ministry of Education and Training has a legal basis to reorganize all exam subjects at the Tuyen Quang High School for the Gifted exam site.
The exam results on June 11, 12, 2026 of candidates at the Tuyen Quang Specialized High School exam site will not be used for admission to universities and colleges and these candidates will also not be allowed to participate in admission in other forms until the re-examination results are available. After having the re-examination results, valid results will be updated to the system and used for admission according to the aspirations that candidates have registered.
The Director of the Department of Quality Management emphasized the view that re-organizing the exam is to ensure the requirements of safety, seriousness, honesty, objectivity and fairness of the exam, not as a disciplinary measure for violating candidates at the exam site but to ensure humanism in education, not to let truly capable candidates lose learning opportunities, and at the same time must strictly maintain discipline, fairness, and prestige of the exam.
The responsibility of each organization and individual, including candidates' violations, will be considered and handled based on the investigation results and the specific level of violations according to regulations" - Mr. Chuong said.
The case is still under investigation. In the coming time, the Ministry of Education and Training will continue to closely coordinate with functional agencies of the Ministry of Public Security and relevant agencies to seriously handle violating organizations and individuals. Based on the investigation results of functional agencies, candidates who violate exam regulations will continue to be considered for handling according to the nature and severity of the violation, including cases that have been recognized as graduating, admitted or studying at educational institutions.
The Ministry of Education and Training said that it will organize a review of the regulations and rules for organizing the exam to supplement measures to prevent fraud, strengthen the application of technology, cross-check, supervise, and prevent fraud, and continue to send university lecturers to supervise the organization of exams at local exam sites. At the same time, strengthen legal and ethical education for students, focus on fostering ethics and enhancing professional responsibility of teachers, and strictly handle violations without forbidden zones.
The Ministry will continue to thoroughly complete the project and the plan to organize the exam on computers, ensuring security, safety, reliability, with a phase of testing, piloting, summarizing, and comprehensive assessment to make specific proposals and implement the next steps.
The Ministry of Education and Training will closely coordinate with the Ministry of Public Security and require exam sites nationwide to strictly implement exam regulations.
