On the afternoon of September 12, Ms. Tran Thi Thuy Nga - Vice Chairwoman of Thanh Sen Ward People's Committee - said that the Ward People's Committee had just reported on the arrangement of public educational institutions and the arrangement and appointment of management officials after arrangement.
According to the report, the personnel arrangement was carefully, thoroughly, and objectively implemented by the Ward People's Committee, closely following the direction of the Central Government, the province and the leadership of the Standing Committee of the Ward Party Committee; ensuring the correct structure, quantity, authority and schedule as prescribed.
The Ward People's Committee has directed 100% of school units before arranging to publicly disclose the results of the confidence vote and scoring according to the criteria framework among management officials, teachers and public employees at schools in accordance with the guidance of the Provincial People's Committee in document 8305 dated August 18, 2026.
After publicizing, there were 7 opinions requesting review due to the difference between self-marking results and appraisal results; the Ward People's Committee invited officials and teachers to make recommendations to directly compare dossiers and evidence and all agreed with the scoring results.
For the scores directly assessed by the management level (criterion 1. 4), the Ward People's Committee has quantified them with specific indicators, with dossiers and controlled data to ensure uniform application and limit subjectivity.
Regarding a content in the score frame due to different understandings of the scope of subjects to be counted for collective achievements, after receiving guidance from a higher-level specialized agency, the Ward People's Committee has received, reviewed, re-graded the score and submitted it to the Standing Committee for consideration and adjustment of the personnel plan.
Accordingly, the Standing Committee voted to unanimously agree on the policy of revoking the appointment decision for 1 case of Vice Principal and appointing other personnel for replacement. This action has shown a spirit of receptiveness, promptly adjusting errors when there is new basis.
Regarding the selection and arrangement of 2 principals who are not the highest scoring people in the arranged school groups. The guidance of the Provincial People's Committee clearly states: The scoring criterion framework is an objective tool for evaluating and comparing people who meet the same appointment standards and conditions. The framework is not the appointment standard or condition and does not replace any step of the appointment process specified in Decree No. 259 of 2026 of the Government and other relevant regulations (if any).
According to the decentralization of personnel management, the process of monitoring and evaluating each comrade of the collective People's Committee of the ward; the Standing Committee of the Party Committee has analyzed and carefully evaluated the capacity, qualities, prestige, health, and standard conditions to meet the position of school principal after arrangement. The decision to choose principals of these 2 schools is based on the results of voting by ballot in a democratic and objective manner.
The report also pointed out the shortcomings and limitations of not understanding the instructions of superiors correctly, allowing incorrect scores for 1 case leading to having to redo the process of appointing management officials.
The work of grasping the situation, propaganda, and ideological orientation for a part of management officials directly affected by the arrangement at one point was not really thorough and smooth. Therefore, some different opinions still arise on social networks, recommendations related to scoring results, and the understanding of some criteria.
Implementing the arrangement of public educational institutions in the 2026 - 2027 school year, in Thanh Sen ward, from 9 kindergartens, 11 primary schools and 6 secondary schools are organized and rearranged into 7 schools, including: 2 kindergartens are Thanh Sen Kindergarten and Huong Sen Kindergarten; 3 primary schools are Thanh Sen Primary School, Huong Sen Primary School and Hoa Sen Primary School; 2 secondary schools are Thanh Sen Secondary School and Le Van Thiem Secondary School (maintained).
