The Government has just issued Decree No. 159/2026/ND-CP regulating tenured lecturers in vocational education institutions and public higher education institutions.
This Decree stipulates co-affiliated lecturers in public colleges and higher education institutions (educational institutions), including: standards, use, management and regimes, policies for co-affiliated lecturers.
Regarding the principles of management and use of co-affiliated lecturers, the Decree stipulates that co-affiliated lecturers are included in the teaching staff with a maximum conversion coefficient equal to 0.50 co-affiliated lecturers to determine the training capacity of educational institutions where public employees perform the task of co-affiliated lecturers in licensing vocational education activities, higher education activities, organizing the implementation of training programs and quality accreditation in accordance with the law on education. The determination of the conversion coefficient of co-affiliated lecturers is in accordance with the regulations of the Minister of Education and Training.
Each public employee is only allowed to be a co-university lecturer of an educational institution at the same time.
Public employees who are co-affiliated lecturers of educational institutions do not change the rights and obligations between public employees and public non-business units, public science and technology organizations directly managing public employees (units where co-affiliated lecturers are working); co-affiliated lecturers are not counted in the number of professional and nghiệp vụ positions assigned by competent authorities to educational institutions where public employees perform the task of co-affiliated lecturers.
Co-associate lecturers must ensure completion of their tasks at the unit where the co-associate lecturer is working; report and obtain written consent from the head of the unit to participate in teaching, scientific research and perform professional tasks at the educational institution.
The use and management of fellow lecturers shall be carried out in accordance with the Party's regulations and the State's laws and must have written coordination between the educational institution and the unit where the fellow lecturer is working; not to cause interruption, duplication or conflict in the implementation of regimes and policies for public employees working as fellow lecturers.
Regarding the standards for associate professors, the Decree stipulates that associate professors in public higher education institutions must have a doctorate degree.
Co-major lecturers who meet the standards according to the provisions of law are awarded the titles of People's Teacher, Meritorious Teacher by the State.
Bonuses for fellow lecturers are taken from the bonus fund of the educational institution according to internal spending regulations or from other legal revenue sources as prescribed by law.
