On September 29, the Thanh Hoa Department of Education and Training issued Official Letter No. 3648/SGDDT-VP on continuing to focus on implementing response and overcoming the consequences of storm No. 10 and floods after the storm.
Accordingly, all students in Thanh Hoa will continue to be off school on September 30 to ensure safety.
Late on September 29, the Lao Cai Department of Education and Training also urgently announced that more than 465,000 students from preschool to general education and vocational education would be off school today. From tomorrow, schools will proactively monitor weather developments to seek opinions from localities and departments if they continue to let students stay home from school.

In Hanoi, Doai Phuong commune (belonging to the old Son Tay town) has given all kindergartens and primary schools a day off on September 30, and arranged a make-up school schedule.
Many non-public schools have also announced a holiday this morning.
Some other schools allow students to arrive later than usual because they are worried that flooded roads will make it difficult for parents to pick up and drop off their children to class, etc.
In Nghe An, Ninh Binh, Thai Nguyen, most schools have given students a day off since yesterday.
According to the National Center for Hydro-Meteorological Forecasting, the circulation after storm Bualoi (storm No. 10) will continue to cause heavy to very heavy rain in the Northern region, including Lao Cai. Prolonged heavy rains can lead to dangerous weather phenomena such as flooding, flash floods and landslides, especially in mountainous and remote districts.
From the afternoon of September 28 to the evening of September 29, the common rainfall in this province was 70-150mm, locally very heavy rain over 250mm, causing flash floods and landslides in some areas in the province.
In the face of complicated weather conditions, the Ministry of Education and Training has issued a telegram requesting localities in the storm's eye to promptly direct educational institutions with boarding and semi-boarding students to strictly manage students. The movement of students must be closely coordinated between schools and families according to the plan and direction of local authorities, ensuring absolute safety. At the same time, prepare enough drinking water, food and provisions to ensure the living needs of students staying at school during the storm.
The Ministry also requested representatives to urgently relocate assets, machinery, equipment, tables, chairs, records, and documents to higher floors to avoid damage caused by flooding, especially at branch schools in remote areas. At the same time, continuously update information, summarize damage, report to the provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training for synthesis and reporting to the Government.
