Administrative procedure reform in the field of education and training
In the summary report for the 2025-2026 school year, the Ministry of Education and Training said that in teaching and learning activities, artificial intelligence (AI) has been widely applied to support the development of lectures, digital learning materials, question banks, testing and assessment, and the personalization of learning.
Currently, the Ministry of Education and Training is amending regulations on teacher labor norms in accordance with the application of digital technology and AI to reduce the need for staffing. A survey of more than 12,000 teachers and educational administrators shows that AI tools help reduce from 30% - 60% of the time to prepare lectures and perform administrative tasks in schools.
Regarding AI education for general education students, the Ministry of Education and Training has issued a Content Framework and piloted it from the 2025-2026 school year in 34/34 provinces and cities, with about 10,300 managers, 101,553 teachers and over 1.29 million student participations; the pilot results show that 94.3% of managers and teachers are satisfied after training and 41.03% of elementary school students have learned about AI in the first year of implementation.

However, the Ministry recognizes that the application of AI poses many new challenges in ethics and security. Academic fraud, excessive dependence on AI and the risk of personal data leakage of learners are existing problems that need stricter control guidance from management agencies.
The main reasons are limited awareness and skills in safe AI use of officials, teachers and learners; guidance on ethics, data security, technical standards and standards for digitizing historical data is not complete and synchronized.
The Ministry of Education and Training has directed to review and update the General Education Program in the direction of increasing the duration of science, technology, informatics, art subjects and integrating knowledge about digital capacity and AI into the General Education program to ensure uniformity, effectiveness, and practical suitability; pilot the development of specialized high schools that approach international standards, associated with equipping in-depth STEM practice rooms and smart classroom models, digital schools. Simplifying and reducing administrative procedures and business conditions
The Ministry of Education and Training has submitted to the Government for promulgation resolutions on decentralization, reduction, and simplification of administrative procedures and business conditions; and at the same time announced and guided the unified implementation of procedures that have been amended, replaced or abolished. Through review, the Ministry has proposed to abolish 04/10 conditional business lines and occupations; reduced 135 administrative procedures, simplified 56 procedures; reduced 577 business conditions, 3,610 days of resolution and about 14.48 billion VND of compliance costs.
The national centralized administrative procedure information system operates from January 1, 2026, providing 101 public services, receiving nearly 15,000 dossiers, and the online submission rate reaches 99.2%. Interconnection with the National Population Database and VNeID has supported the restructuring of 49 procedures, reducing paperwork and implementation time for people.
In localities, the spirit of reform has been practically spread.
