On August 4, Director of Nghe An Department of Education and Training Nguyen Van Khoa said that the unit has advised on a draft plan on organizational structure and personnel arrangement when arranging public non-business units in the field of education in the province.
According to the draft, after the school merger, the newly established facility may include the main school, branches and school sites. Each school arranges 1 principal. Existing deputy principals and principals arranged down to the deputy level will initially be assigned to be in charge of branches and school sites until new instructions are available.
For teachers, the plan sets out the principle of receiving the existing staff of the merged schools in their original state. Teachers are basically kept stable, arranged according to job positions, subjects, educational activities and class size.
The principal of the school after the merger is responsible for assigning teachers to teach at the main school, branch, and school point in accordance with the training expertise and regulations.
For school staff, in the immediate future, each school will arrange 1 accountant, 1 clerk. Libraries, experimental equipment, and temporary medical positions will continue to be arranged as before arrangement to ensure teaching activities.
Indefinite-term contract workers signed by the previous district-level People's Committee continue to be arranged to perform work under the contract. For short-term contracts signed by educational institutions, the continuation of the contract is based on the actual needs of the unit.
For redundant management officials, the draft proposes a plan to arrange for deputy principals, teachers or other suitable positions. In case of re-arrangement as teachers, management agencies will prioritize units working according to aspirations if there is still staff and suitable for the subject structure.
Cases of redundant civil servants after merger are resolved with regimes and policies according to current regulations.
The selection of school administrators after arrangement must ensure publicity, democracy, transparency, based on qualities, capacity, prestige and task requirements.
Mr. Nguyen Van Khoa said that the merger process will be carried out in accordance with procedures, strictly, scientifically, humanely, ensuring the rights of learners and the job positions of officials, teachers, and staff; and at the same time soon stabilize the organization to prepare for the new school year.
