According to the inspection conclusion, in November 2024, Dang Thai Mai High School located in Hong Ky Commune, Soc Son District, Hanoi City submitted a document to the People's Committee of Hong Ky Commune requesting the demolition of a row of classrooms, rebuilding new classrooms, renovating and upgrading toilets and building more functional rooms. However, the implementation process has seriously violated legal regulations on land, investment and construction. In particular, the school did not comply with the request to stop construction by the authorities.
When the new project was in the foundation stage, the People's Committee of Hong Ky commune made a record and requested to stop construction. However, from December 10, 2024 to March 24, 2025, although the project continues to be implemented, the authorities only conduct inspections and issued notices without effective preventive measures.
As a result, after 4 months, a row of 4-storey houses with the rough construction was completed, in which the first, second and third floors were poured with reinforced concrete, the fourth floor was covered with corrugated iron roofs. The project was only suspended when the People's Committee of Soc Son district established an interdisciplinary inspection team on April 1, 2025.
The Soc Son District Inspectorate determined that lax management and lack of determination in handling violations were the main causes of the incident.
Therefore, the inspection agency proposed to review the responsibilities and discipline the leaders of Hong Ky Commune People's Committee, the leaders of the Soc Son District Urban Construction Order Management Team and related officials and civil servants.
According to the verification of the People's Committee of Hong Ky commune, the school building area includes residential land and public land managed by the commune. In particular, the public land used to be rented by an individual for an individual within 20 years, until September 2025 will expire. However, the tenant has arbitrarily used for other units to build Dang Thai Mai High School. The People's Committee of Hong Ky commune said that after the contract expires, the commune will recover this public land.
