In recent days, 311 teachers in Nam Dan district (Nghe An) have suddenly received a notice that they have been charged for insurance for many years. Of which, many teachers have to pay from 30 - 40 million VND, some teachers have to pay more than 65 million VND.
The reason is that in 2011, many teachers in Nam Dan district were given a salary increase, including teachers who were given a salary increase of 1 to 4 without receiving their salary. However, teachers are not notified to pay insurance for the promotion.
Recently, the Social Insurance (SI) of Nam Dan district has sent documents to schools in the area where teachers have had their salary increased to collect social insurance, health insurance and unemployment insurance. Accordingly, 311 teachers were collected an amount of VND 4.6 billion, of which the principal debt was more than VND 1.9 billion and the fine for late insurance payment was more than VND 2.6 billion.
Mr. Nguyen Dinh Ngoc - Director of Nam Dan District Social Insurance, said that in 2011, Nam Dan District People's Committee issued a decision to allow employees in educational institutions to join the payroll to receive salary grades. At this time, educational institutions should have worked with the finance department to have funds to resolve the issue, and at the same time required workers to complete the procedures to submit to the district social insurance for settlement, but they did not do so.
According to Mr. Ngoc, the district Social Insurance is not responsible for notifying educational institutions. According to the Social Insurance Law, to resolve pension regimes and other related regimes, employees must pay the full amount of compulsory social insurance.
Currently, many teachers are very worried and hope that the authorities will reconsider this collection, especially the fine for late payment, because they think they have not been notified in time and do not know about the additional payment.
Talking to reporters, the leader of Nghe An Social Insurance said about the content of collecting insurance money from teachers, Nghe An Social Insurance and Nam Dan District Social Insurance have worked with Nam Dan District many times to handle the matter, and the collection must comply with the provisions of the Social Insurance Law.
