A teacher with 30 years in the profession, working at Pham Hong Thai Secondary School (Buon Ma Thuot ward), said that after completing the college program, she continued to study university liên thông in 2013, and at the same time supplemented English and informatics certificates and completed professional title certificates as required in 2019.
However, despite meeting all the standards, she has not yet been considered for promotion to a professional title because there are no quotas. Although eligible for promotion from rank III to rank II, she still has to wait many years and does not know when she will be considered.
According to Official Dispatch No. 64/BNV-CCVC dated January 5, 2024 of the Ministry of Home Affairs on determining the rank structure of civil servants and the proportion of professional title structure of public employees, the number of teachers holding professional titles of rank II and equivalent does not exceed 50% of the total number of teachers of the school, excluding management public employees.
This regulation makes many teachers, although qualified, still not considered for promotion due to exceeding targets.
Another teacher at Pham Hong Thai Secondary School said that she has completed all professional title certificates, achieved university standards, has a certificate in computer science, foreign languages and has continuously completed tasks well for many consecutive years.
I have prepared everything fully but still have to wait. After so many years of dedication, I still don't know when I will be promoted" - this teacher said.
According to teachers, the delay in considering promotion not only affects the salary regime but also greatly affects psychology, making many people feel that their efforts and contributions over many years have not been recognized as worthy.
Teachers hope that functional agencies will soon have solutions to remove obstacles and ensure the rights of teachers who have worked for many years.
Representatives of the leadership of Pham Hong Thai Secondary School said that so far the school has not organized a meeting to consider promoting professional titles for qualified teachers.
Statistics show that by the end of 2025, Dak Lak province had only 42 teachers promoted from rank IV to rank III and 218 teachers promoted from rank III to rank II. The promotion from rank II to rank I alone has not recorded any cases.
Notably, high school and vocational education - continuing education teachers in the province have not yet had any cases considered for promotion.
Where is the responsibility?
The Department of Education and Training of Dak Lak province said that the Standing Committee of the Provincial Party Committee has requested to review the promotion of professional titles for teachers to ensure the rights of teachers.
Currently, the entire provincial education sector has more than 38,000 managers, teachers and lecturers.
The number of teachers who meet the promotion standards is currently very large, while the province's resources are still limited, so promotion consideration must be carried out in batches (according to the annual quantity target assigned by the Provincial People's Committee - PV), and cannot be implemented simultaneously" - a representative of the Department of Education and Training of Dak Lak province informed.
Currently, the unit is continuing to review to try to implement promotion consideration this year to ensure the rights of teachers.
Mr. Vu Le Cac - Deputy Director of Dak Lak Provincial Department of Home Affairs - confirmed that the department is focusing on coordinating with relevant units to solve this problem. This is an incident that occurred before the implementation of the local government at 2 levels, so it takes time to resolve it. The department's point of view is also to ensure the rights of those who have worked in the education sector for many years.
