Previously, on February 14, 2025, the People's Committee of Ninh Binh province developed and issued Project No. 02/DA-UBND on the overall arrangement and reorganization of specialized agencies and public service units under People's Committees at all levels in Ninh Binh province.
According to the project, public kindergartens, primary schools and secondary schools in Ninh Binh province will merge and rearrange the organizational structure and apparatus.
However, on April 15, 2025, the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government issued Document No. 03/CV-BCD on orienting a number of tasks to arrange administrative units and organize local government at both levels.
Accordingly, the orientation is to keep public secondary schools, primary schools and kindergartens. At the same time, transfer it to the local government at the commune level for management.
On April 22, 2025, the Department of Home Affairs of Ninh Binh province issued Document No. 231/TTr-SNV on temporarily suspending the arrangement and merger of kindergartens, primary schools and secondary schools in Ninh Binh province.
By April 26, the Provincial People's Committee had issued a document directing relevant units to temporarily suspend the arrangement and merger of kindergartens, primary schools and secondary schools in the same commune-level area according to Project No. 02/DA-UBND dated February 14, 2025 of the Provincial People's Committee on the overall arrangement and reorganization of specialized agencies and public service units under People's Committees at all levels in Ninh Binh province. These schools will be transferred to local authorities at the commune level for management.
