On the morning of June 9, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law on Teachers.
Presenting a report explaining, accepting and revising the draft law, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that after accepting, the draft Law currently consists of 9 chapters and 45 articles (a reduction of 1 article compared to the draft submitted to the National Assembly on May 5).
Regarding salary and allowance policies, support policies, policies to attract and promote teachers, there are opinions suggesting clarifying the regulation on teachers' salaries and allowances being ranked highest in the administrative career salary scale system; regulations on ensuring fairness in salaries between teachers in the public and non-public sectors.

According to the Standing Committee of the Committee for Culture and Society, teachers in public educational institutions are civil servants, so teachers' salaries are implemented according to the administrative career salary scale.
Chairman of the Committee on Culture and Society Nguyen Dac Vinh affirmed that the regulation that teachers are entitled to the highest salary and allowances is to institutionalize the Party's policy in Conclusion No. 91- of the Politburo. This content is not necessarily contrary to the spirit of Resolution 27 on salary policy reform.
The regulation that teachers' salaries in the non-public sector are not lower than those in the public sector may affect the policy of socializing education, violating the principle of voluntariness and autonomy of non-public educational institutions. Therefore, Mr. Nguyen Dac Vinh said that the draft Law has been revised in the direction of salary of teachers in non-public educational institutions implemented in accordance with the provisions of the law on labor.
Commenting on the salary policy for teachers, Chairman of the Economic and Financial Committee Phan Van Mai said that the Politburo is directing the development of two resolutions on education and health.
The draft law stipulates that teachers are entitled to the highest salary and allowances in the salary scale.
However, Mr. Mai said that this was not enough, there should be a double or threefold salary regime to truly select the most outstanding people.
"Not only should teachers be given the highest salary, but there should be a double or threefold regime to recruit the most outstanding people" - Mr. Mai suggested.

This proposal, according to him, has not been included in the draft law, but the Government needs to continue to specify how to affirm the position and role of teachers and doctors in the upcoming Party resolution.
"We must create conditions, mechanisms, and policies to train teachers who will later teach the future generations of the country" - Mr. Mai emphasized.
Along with that, he noted that there should be mechanisms and policies to select the best people to be teachers and doctors and have the best conditions for them to work and perform civil service.
Vice Chairman of the National Assembly Tran Quang Phuong said that the Draft Law stipulating that teachers' salaries are ranked highest on the administrative salary scale is guaranteed. The increase in teachers' salaries to double or trip is related to the budget for education.
"Diseaning as a draft law has shown the favor of the State and society for teachers, the important thing is to attract resources" - Vice Chairman of the National Assembly Tran Quang Phuong said.
On the side of the Ministry of Education and Training, Minister Nguyen Kim Son said that the proposal to increase teachers' salaries by 2-3 times must be carefully calculated.
"With 1.2 million teachers, just a little increase is enough to calculate carefully, because in addition to desire, there is also feasibility and roadmap calculation" - Mr. Son said.
