In Phu Tho province, the Department of Education and Training has issued Document No. 3155/SGD&ĐT-TCCB on temporarily guiding the arrangement of public educational institutions in the province.
Accordingly, the arrangement of the network of educational institutions is carried out in a streamlined and reasonable direction, suitable to the population size, socio-economic conditions and characteristics of each locality.
One of the goals of the arrangement is to promote the effectiveness of staff, facilities, land, public assets and investment resources, thereby improving the quality of education, effectiveness, management efficiency and operational capacity of educational institutions.
The locality also requires that the arrangement of educational institutions must be carried out synchronously with consolidating the organizational structure, arranging and using staff, managing and effectively exploiting public facilities and assets, towards building a stable and unified system of public educational institutions, meeting the requirements of governance in the two-level local government model and sustainable development.
Notably, in the school arrangement plan, Phu Tho sets out contents on financial management, assets, land and facilities.
Accordingly, units must develop plans to receive, hand over and manage land, public assets, equipment, dossiers, documents, finances and related rights and obligations between educational institutions before and after arrangement in accordance with the law.
The handover process must be recorded, clearly defining the current status, quantity, quality, asset value and responsibilities of the parties.
After completing the arrangement, the province prioritizes the effective use of existing facilities, limits spreading investment, and avoids allowing public assets to be used or used ineffectively.
According to Phu Tho Provincial People's Committee, currently the whole province has 1,865 preschool, general education, continuing education and vocational education institutions, excluding 8 public secondary schools, colleges, and universities of ministries and sectors located in the area.
Including 6 units directly under the Provincial People's Committee and departments and branches, 158 units directly under the Department of Education and Training and 1,701 units directly under the People's Committees of communes and wards.
In Hanoi, the City People's Committee has issued Plan No. 272/KH-UBND on deploying the arrangement and reorganization of preschool, primary, secondary, high school and specialized public schools in the area.
According to the plan, one of the goals of the arrangement is to innovate school governance, expand the scale of schools and classes, increase the number of classrooms and effectively use facilities.
The city is oriented to implement the model of a main school with branches, and at the same time consolidate management focal points to form larger-scale educational institutions.
To achieve this goal, the City People's Committee assigned the People's Committees of communes and wards to review all existing facilities of schools and branches when implementing the merger.
On that basis, localities develop plans to focus resources on adjusting the function of redundant offices, renovating, repairing, and supplementing classrooms at the main school and branches to reduce the number of students per class, creating better conditions for educational activities.
Hanoi also set out specific criteria for the scale of schools after the merger to ensure the quality of education.
Accordingly, kindergartens must have at least 30 classes, primary schools at least 40 classes, secondary schools at least 45 classes and the model of inter-level primary - secondary schools must have at least 50 classes.
The city also stipulates not to merge kindergartens with general schools, not to merge specialized schools with mass schools, and to maintain high-quality schools that have been recognized to ensure the rights of students.
