Education development management - preparing human resources for the future

Speaking at a working session with the Education and Training sector on the preparation for the new school year 2026-2027 and the results of implementing Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, General Secretary and President To Lam emphasized a very important orientation: Education and training innovation must strongly shift from the thinking of "education management" to "education development management".

Education must go first

This is not only a requirement to innovate the management methods of the Education sector, but also a change in awareness of the role of education for the future of the country. In the era of science and technology, digital transformation, artificial intelligence and automation, education cannot operate in the old way, heavily focused on administrative management, procedures and case handling. Education must become a system capable of forecasting, creating, coordinating resources and preparing human resources for the future.

Talking to Lao Dong, Dr. Doan Nam Thai - CEO of AVATECH - said that many technology companies are currently facing difficulties in recruiting high-quality personnel in fields such as AI, big data, network security or semiconductors. According to Mr. Thai, the demand for technology engineer recruitment has increased rapidly in recent times. However, the number of candidates who meet practical requirements is still limited, especially the group of personnel capable of implementing real projects and mastering new technologies. Business representatives said that the competition for technology human resources is currently not only taking place between domestic companies but also with many foreign businesses with more attractive remuneration policies.

Faced with the reality that many businesses are facing difficulties in recruiting high-quality technology personnel, attracting talents to the state sector is also becoming a major problem in the context of increasing demand for science and technology development, innovation and digital transformation.

From another perspective, Mr. Nguyen Van - Vice Chairman of Hanoi Association of Supporting Industry Enterprises (HANSIBA) - commented: "Reality shows that many students after graduation still lack practical skills, limit foreign languages, are not familiar with modern production lines, forcing businesses to retrain before using them. This is the gap between training and practical needs, requiring closer connection between schools, businesses and the community.

To make the link between the 3 parties effective, according to Mr. Nguyen Van, businesses need to directly coordinate with training institutions in developing curricula, even participating in teaching. "In this context, education needs to go first, forecast recruitment needs, and should not be too passive," Mr. Van said.

Education development management in the face of new requirements

From the 2026 high school graduation exam, statistics from the Ministry of Education and Training show that among the over 1.2 million registered candidates, industrial technology has a growth rate of nearly 205% compared to 2025, and informatics has also witnessed an impressive increase of over 142%. This shows that candidates are focusing on hot majors such as computer science, artificial intelligence (AI) and data analysis. This increase is not only limited to heavy industries. Agricultural technology also recorded an increase of nearly 42%. The above figures require education to also strongly change its thinking from education management to education governance.

In his speech, General Secretary and President To Lam clearly stated that education and training innovation must be placed in the overall requirements of rapid, sustainable, self-reliant, and self-strengthening national development in the new era. This means that education cannot stand outside the national development strategy. All changes in education must answer major questions: What kind of human resources do the country need? Which industries will develop strongly? What skills will become mandatory? What jobs can disappear under the impact of artificial intelligence? What needs to be prepared for today's learners to not fall behind in tomorrow's labor market? A very noteworthy point in the speech of General Secretary and President To Lam is that education must be one step ahead in preparing high-quality human resources, skilled human resources, human resources in science and technology, innovation, digital transformation, artificial intelligence and strategic industries of the country.

Education and training must grasp future career trends. Schools cannot train according to inertia, open majors according to trends, enroll according to immediate needs without long-term forecasts. If the labor market is in need of human resources in data, semiconductors, artificial intelligence, automation, new energy, biotechnology, smart logistics, high-tech agriculture, cultural industry, digital health, then the education system must promptly adjust programs, methods and training models. This is especially important for higher education and vocational education. Universities must become a pioneer in scientific research, innovation, high-quality human resource training and strategic technology development. Vocational education must create substantive changes, overcome the mentality of underestimating vocational training, and at the same time closely link with businesses, industrial parks, economic regions and job demand. Shifting strongly to education development management is not only the job of the Education sector, but also the task of the entire political system, localities, businesses, schools, families and society.

Dr. Nguyen Viet Chuc - Deputy Chairman of the Advisory Council on Culture and Society (Central Committee of the Vietnam Fatherland Front) - said that the core point in the message of the General Secretary and President is to shift from the "control" mindset to the "construction and development" mindset. If "education management" focuses on operating ongoing activities, then "education development management" aims to design the future of the education system. The State not only plays a management role but is also a subject in creating institutions, mobilizing social resources, creating an innovative environment and building mechanisms to promote sustainable education development. "Administration and development of education is not only aimed at improving scores or graduation rates, but also towards forming citizens with creative capacity, social responsibility, cultural bravery and ability to adapt to world fluctuations. The message of the General Secretary and President shows the transformation from the traditional public management model to the modern national governance model. Education is no longer a separate field of operation of the education sector but has become a very important content in the national development strategy. Therefore, the General Secretary and President emphasized the requirement to place education innovation in the overall goal of rapid, sustainable, strategically autonomous and self-reliant national development; education must go one step ahead in preparing high-quality human resources and new industries of the future" - Dr. Nguyen Viet Chuc expressed his opinion.
