Quang Ninh promulgates plan to make English a second language in schools

Quang Ninh - The province has just issued a plan to make English the second language in schools and strengthen foreign language teaching and learning in the 2026-2030 period.

According to the Projects "Making English a second language in schools" and "Strengthening foreign language teaching and learning" for the period 2026-2030, Quang Ninh province will gradually make English a second language in schools in Quang Ninh province; promote the widespread, regular and effective use of English in teaching, communication, and management activities; and sustainably form an English-using ecosystem in educational institutions at all levels, training levels from Level 1 to Level 3.

Improve the quality of English teaching and teaching subjects in English to build a generation of global citizens, directly meeting the province's requirements for deep international integration.

Along with that, maintain and improve the quality of teaching and learning existing foreign languages, deploy teaching and learning Chinese in border communes and wards. Diversify language types associated with career orientation, develop high-quality human resources to serve key economic sectors of the province such as border gate economy, trade, services, tourism and international cooperation.

Regarding specific goals, for preschool education, by 2030, 100% of preschool education institutions in wards and special zones in favorable areas will ensure conditions for implementation to introduce children to English; at least 12% of preschool education institutions will reach Level 1.

For general education, 100% of primary education institutions in the province teach compulsory English from grade 1; of which at least 20% of general education institutions in the province reach Level 1; 5% of general education institutions reach Level 2 and 2% of general education institutions reach Level 3.

By 2030, 100% of high schools in border communes and wards will have sufficient conditions to deploy Chinese language teaching and learning according to appropriate programs and forms.

Maintain and improve the quality of teaching and learning other foreign languages (French, Japanese, Korean...) at educational institutions that are being implemented.

For higher education, by 2030, Ha Long University will reach Level 1 according to the regulations of the Ministry of Education and Training on the use of English in schools.

Ha Long University maintains and improves the quality of Chinese, Japanese, and Korean language training; researches and implements integrated foreign language and content teaching, specialized teaching in foreign languages suitable to practical conditions.

For vocational education, by 2030, Quang Ninh Medical College, Viet Han Quang Ninh College will prepare the conditions to reach Level 1 according to the regulations of the Ministry of Education and Training on the use of English in schools.

For continuing education, at least 25% of continuing education institutions in the province (with English training and fostering and fostering other subjects in English) reach Level 1 according to the regulations of the Ministry of Education and Training on the use of English in schools. Promote the teaching and learning of Chinese, Japanese, Korean, French... at foreign language centers.

According to the plan, in the period 2026-2030, Quang Ninh province will deploy English proficiency training for 2,000 preschool teachers, 5,000 general education teachers, 3,000 management staff; professional pedagogy training for 500 preschool English teachers, 1,000 general education teachers, 60 teachers of Vocational Education - Continuing Education Centers; training methods of teaching subjects in English for 1,500 preschool teachers, 3,000 general education teachers, 430 vocational education - Continuing Education teachers; overseas training for 120 core English teachers and 120 core teachers teaching subjects in English.
