According to the Quang Ninh Department of Education and Training (GDĐT), in the 2026-2027 school year, the whole province has 346 preschool and general education institutions and 1 Vocational Education - Continuing Education Center, along with 385 independent preschool education institutions. The school system basically remains stable compared to the previous school year.
The scale of learners is expected to be 371,313 people, an increase of 1,111 people compared to the previous school year. In which, preschool increased by 163 children; primary school decreased by 2,924 students; secondary school increased by 1,830 students; high school increased by 3,649 students; continuing education decreased by 1,607 students.
Faced with changes in student scale, especially at the secondary and high school levels, Quang Ninh Provincial People's Committee has directed a review by area to adjust the enrollment scale, number of classes, classrooms and teaching staff, ensuring sufficient learning places and limiting localized overload.
One of the tasks that the Department of Education and Training focuses on before the new school year is balancing the teaching staff between schools and localities.

Mr. Dinh Ngoc Son - Deputy Director of Quang Ninh Department of Education and Training - said that the Department is organizing the transfer of about 350 teachers. Among them, 175 teachers who have completed their work obligations at schools in difficult areas return to their old units; 175 teachers from favorable areas are transferred to replace them. Along with that, the sector continues to implement inter-school teaching, regulating teachers between surplus and shortage areas. The goal is to arrange enough teachers to directly teach right from the beginning of the school year, gradually overcoming the shortage and imbalance of teachers between subjects, levels of education and areas.
Regarding staffing, the entire Quang Ninh Education sector is assigned 19,426 people to work and receive salaries from the State budget, currently there are 18,329 people, and 1,097 targets have not been used.
After planning to reduce 977 targets as required by the Central Government, the province continues to review to recruit the remaining 120 targets, prioritizing grades, subjects and areas lacking teachers.
For public non-business units under the Department of Education and Training, the Department has organized recruitment of 81 targets at 23 units. There are more than 400 applications registered for the exam, about 400 applications are eligible for recruitment.
According to information from the Department of Education and Training, the recruitment period has been completed and the results have been publicly announced according to the plan.
In addition to supplementing and regulating human resources, in July and August 2026, the Department of Education and Training organized nearly 30,000 training sessions for management officials and teachers on artificial intelligence, equipment use, innovation in teaching methods, homeroom work, programs and textbooks.
