Quang Tri - Provincial People's Committee stipulates 12 priority criteria when arranging and assigning school principals after merger.

Prioritize people with abilities

On August 12, according to Lao Dong Newspaper's source, Quang Tri Provincial People's Committee has just issued an official dispatch on the implementation of arranging public educational institutions.

The arrangement is implemented according to the project on arranging public educational institutions under the People's Committees of communes and wards in the province.

People's Committees of communes and wards assign the Department of Culture and Social Affairs to preside over and coordinate with relevant units to develop a common project, including establishment, merger, consolidation, separation; then submit it to the People's Committees of communes and wards for consideration and decision.

Notably, the Provincial People's Committee specifically stipulates the arrangement and assignment of principals after schools are reorganized. Each educational institution is assigned a principal.

If the current number of principals is surplus, the selection of the head will be carried out in order of 12 priority criteria.

The first criteria include standards and conditions according to regulations, political qualities, ethics and lifestyle, leadership and management capacity, strengths, prestige, work experience, specific work product results, ability to gather...

The following criteria are: Party Committee members of commune and ward Party committees for the term 2025-2030; have higher professional training qualifications; higher results of assessing the level of task completion in the last 5 years; have higher emulation titles and forms of commendation in the last 5 school years.

The person being considered is also prioritized if they have enough working time to be appointed for at least a full term of 60 months; are planned for higher titles and positions than the 2026-2031 term; have a longer tenure as principal; hold a higher professional title.

The last three criteria are ethnic minority cadres, female cadres and young cadres. If there are still two or more people with the same level of priority, the head of the competent level managing the title will consider and decide.

The Provincial People's Committee requests not to consider arranging leadership and management positions for cases that have been notified of retirement; people who are being considered for disciplinary action, criminal prosecution, inspection, or examination due to signs of violation or are being proposed for handling.

Do not exceed the number arranged

The Provincial People's Committee requests that personnel arrangement must be associated with streamlining staff, restructuring the team and not causing the total number of people holding management positions to exceed regulations.

In case management positions have not been arranged, depending on the conditions, they can be teachers or other job positions suitable to the expertise, capacity and needs of the unit.

For vice principals, the main school is arranged with a vice principal, and each branch is arranged with a vice principal. The selection is carried out according to the same principles, orientations and priority order for principals.

For civil servants who do not hold leadership and management positions and employees, initially receive and arrange all personnel before arranging into the unit after arrangement.

Accounting, clerical, and cashier positions are arranged for common use, one person per position. Accounting at schools with boarding and semi-boarding students and from 40 classes or more is arranged with a maximum of two people.

The remaining support personnel are arranged in positions that are lacking or suitable. If they do not meet the training standards of the new position, civil servants are allowed to keep the code, title and salary coefficient they are enjoying during the time of completing the standards, up to 36 months.

For principals, vice-principals and redundant support personnel, if they cannot be arranged in a suitable position and wish to resign, the staff streamlining policy shall be implemented according to regulations.

The Provincial People's Committee requests communes and wards to complete the arrangement plan and staff arrangement before the decision to arrange public educational institutions takes effect. In case of sufficient conditions for staff streamlining, dossiers must be sent to the Provincial People's Committee through the Department of Home Affairs before August 15, 2026.
