The Ministry of Education and Training (MOET) has just issued Circular 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers.
Standards and conditions for consideration of promotion to the professional title of primary school teacher grade II (code V.07.03.28)
Primary school teachers are eligible to register for consideration for promotion to the professional title of primary school teacher grade II (code V.07.03.28) when meeting the following criteria and conditions:
Appointed to the professional title of primary school teacher grade III (code V.07.03.29).
During the time holding the professional title of grade III primary school teacher or equivalent, there are 03 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to Party regulations and laws.

Primary school teachers are eligible to register for consideration for promotion to the professional title of primary school teacher grade I (code V.07.03.27) when meeting the following standards and conditions:
Appointed to the professional title of primary school teacher grade II (code V.07.03.28).
During the time holding the professional title of primary school teacher grade II or equivalent, there are 5 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 02 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.
