According to Lao Dong's update as of December 23, many localities across the country have completed the arrangement plan, or have proposed merging schools.
Most recently, the Tay Ninh Provincial Party Committee has just issued a plan to reorganize medical and educational facilities under the People's Committees at the commune level; established a Public Service Supply Center and a Commune-level Project Management Board.
It is expected that after the arrangement, the Provincial People's Committee will have 11 public service units, reduce 1 unit (Tay Ninh Pedagogical College is expected to merge, becoming the second campus of Ho Chi Minh City University of Education Branch) and increase 1 unit (establish a new Tay Ninh Provincial Border Gate Management Board).
11 public service units under the Provincial People's Committee include:
Tay Ninh Province Traffic Construction Investment Project Management Board;
Management Board of the Investment Project for Construction of Agricultural Works of Tay Ninh Province;
Tay Ninh Province Civil Works Construction Investment Project Management Board;
Lo Go - Xa Mat National Park Management Board;
Management Board of the Southern Revolution Historical Site;
Management Board of Ba Den Mountain National Tourist Area;
Tay Ninh College (merging Tay Ninh College of Economics and Technology into Tay Ninh Vocational College, renamed Tay Ninh College);
Long An College;
Long An Medical College (end the operation of Tay Ninh Medical College, at the same time transfer human resources, facilities, teaching equipment, end the course and assign Long An Medical College to use, train human resources in the health sector for the whole province);
Tay Ninh Province Land Fund Development Center;
Tay Ninh Provincial Border Gate Management Board.

Previously, Quang Ninh had completed the merger of the commune-ward-level school network in the whole province more than a month ago.
The province has reorganized schools, reducing the number of schools at the commune and ward levels from 520 to 255 schools. Secondary schools have reduced 115 schools, primary schools have reduced 48 schools and preschools have reduced 88 schools. The high school block is also arranged.

Meanwhile, the provinces and cities: Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau proposed to merge dozens of universities, colleges and many secondary schools, in order to streamline the network of educational institutions according to the Government's orientation.
In Thanh Hoa, the Department of Education and Training of Thanh Hoa has proposed reducing 14 public facilities in the area, including proposing to merge 2 universities into 1 school.
For preschool and general education institutions in 16 border communes, boarding schools for primary and secondary schools will be built on the basis of merging primary and secondary schools.
Merge schools and school sites within a commune-level administrative unit; prioritize the retention of schools with favorable conditions for facilities, transportation, and concentrated population; dissolve individual school sites that do not meet the minimum standards for facilities.
In Ho Chi Minh City, it is expected that about 30 colleges and secondary schools will be rearranged; establish 2 schools, Saigontourist College of Tourism - Hotel and Ho Chi Minh City College of Agriculture and High Technology.
At the university level, Ho Chi Minh City proposed to keep Pham Ngoc Thach University of Medicine and Thu Dau Mot University. Saigon University will be reorganized on the basis of merging with Ba Ria - Vung Tau Pedagogical College under the name Saigon University.
According to statistics from the Ministry of Education and Training, by December 19, 23 provinces and cities had reported to the Ministry of Education and Training, showing that all provinces and cities had completed the arrangement plan.
The Ministry of Education and Training assessed that some communes and wards have been merged reasonably, reducing the situation of disruption, many small-scale schools below the standard have been merged, consolidated, and converted into models. In particular, significantly reducing the number of public educational institutions that do not ensure the minimum scale according to regulations.

The merger has significantly reduced the number of principals, accountants, treasurers, and administrative service staff; thereby reducing management costs, saving regular expenditures to focus resources on professional activities.
After the arrangement, many educational institutions have classes or school scores exceeding the prescribed scale; some schools have the number of Vice Principals much higher than the prescribed quota, some schools currently have up to 9 Vice Principals (3 times more than the prescribed)....
The Ministry of Education and Training recommends that localities develop a plan to arrange educational institutions in a reasonable and effective manner, without wasting resources. The reorganization project needs to clarify the number of focal points reduced, the number retained, the number of type conversion and the specific implementation roadmap, and fully report to the Central Government before December 31.
