In the context of arranging administrative units and implementing a two-level local government model, the Ministry of Education and Training is stepping up the arrangement and merger of educational institutions across the country in a drastic but cautious direction. Many localities have developed plans, mainly streamlining the management apparatus, reducing administrative units, saving costs and focusing resources on professional activities, while ensuring the right to study for students and employment for teachers.
According to reports from 23/34 provinces and cities, most localities will keep the school system stable in 2025 and implement the arrangement according to the roadmap after the 2025-2026 school year. Flies appear densely in primary schools, parents worry
Many parents of Duc Thuong Primary School (Hanoi) expressed concern when flies appeared densely in the classroom at the new facility, affecting the eating, boarding and health of students. In addition, some parents also reported the smell of pesticides from the surrounding flower growing area flying into the classroom from the wind, causing discomfort.

The school said that the new facility will operate from the 2025-2026 school year and has quickly reported to the local authorities, coordinating with the Hanoi CDC to verify the cause. The results showed that flies originated mainly from garbage dumps about 1km from the school. Measures such as periodic disinfection, increased hygiene, installation of insect nets and coordination in handling garbage points have been implemented.
Although the number of flies has decreased, many parents are still cautious and think that more time is needed to evaluate the long-term effectiveness, especially during the rainy season.
