After the merger, implementing the 2-level local government model, there is no longer a Department of Education and Training in the education system.
The Ministry of Education and Training has also issued Circular 12/2025/TT-BGDDT on decentralization, delegation and division of authority to perform state management tasks of local authorities at both levels for the field of teachers and educational institution managers of the Ministry of Education and Training. The Circular officially takes effect from July 1, 2025.
One of the important contents in the circular is that the authority to organize competitions for excellent teachers and excellent homeroom teachers will change.
Previously, the "Competition for excellent teachers and homeroom teachers at district level organized by the Department of Education and Training for preschool, primary and secondary school teachers in the area" will from now on be implemented by the "commune People's Committee".
Thus, there will be no more phrases, "excellent teachers from district level and above", the Ministry of Education and Training stipulates "excellent teachers from commune level and above" and "certificates of merit from commune level and above" in the job description of the team of preschool and secondary school teachers.
Replace the phrase "Head of the Department of Education and Training" with the phrase "Chairman of the People's Committee at the commune level"; the phrase "Department of Education and Training" is replaced with the phrase "District-level People's Committee", replace the phrase "district-level" with "commune-level" in regulations related to education.
In addition, the commune level also has the authority to organize the Teachers' Competition to be general managers of the Ho Chi Minh Golden Rooster Youth Team.
The People's Committee at the commune level also takes on additional functions and authority of the previous district level for regulations on codes, professional title standards and appointment and salary arrangement for teaching staff in public preschools, primary schools, and secondary schools.
When the district level and the Department of Education and Training are abolished, the functions and tasks of the Department of Education and Training will also be strengthened.
Accordingly, the Department of Education and Training is assigned additional tasks such as: evaluating principals according to standards; selecting and approving the list of key general education institution managers implemented by the Department of Education and Training.
The authority to select and approve teachers of general education institutions that were previously selected and approved by the Head of the Department of Education and Training is now assigned to the Department of Education and Training.
