Accordingly, considering the proposal of the Department of Finance in the official letter dated December 7, 2025, reporting to the Provincial People's Committee on considering terminating the operation of the Kinh Bac University construction investment project in Phu Chan commune, Tu Son town (now Tu Son ward), implemented according to the Inspection Conclusion of the Bac Ninh Provincial Inspectorate.
The Chairman of Bac Ninh Provincial People's Committee agreed with the proposal of the Department of Finance in the above official dispatch.
At the same time, assigning the Department of Finance to carry out procedures to terminate the operation of the Kinh Bac University construction investment project in Tu Son ward of Chan Thien My Co., Ltd. according to the provisions of point d, clause 2, Article 48 - Investment Law 2020.
Assign the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance, the Provincial Tax Department and relevant agencies according to their functions and tasks to advise and implement the handling of land, assets attached to land and financial obligations for projects subject to suspension of operations according to regulations.
According to the investigation of Lao Dong Newspaper reporters, previously in early 2024, the project to build Kinh Bac University in Tu Son ward of Chan Thien My Co., Ltd. was once named by the Department of Natural Resources and Environment of Bac Ninh province (old) as one of 58 projects in the province that were slow to put land into use.
Accordingly, this project was allocated land by Bac Ninh province according to decision No. 1580 dated December 8, 2011 with an area of 280,949 m2. The project was extended the land use term on July 15, 2021 according to decision No. 209.
It is known that Kinh Bac University was established in 2012, according to the Prime Minister's Decision, headquartered in Vu Ninh ward (Bac Ninh province), belonging to Chan Thien My Economic Group.
In recent years, this school has also been involved in many scandals in operating and training activities.
