After many schools in Ninh Binh announced the suspension of extra teaching according to Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning (hereinafter referred to as Circular 29), many parents expressed concern about having to manage their children at home as well as the declining learning outcomes of their children.
In an interview with Lao Dong Newspaper, Mr. Dinh Van Kham - Deputy Director of the Department of Education and Training of Ninh Binh province said that the Department of Education and Training of Ninh Binh province has issued a document directing the Department of Education and Training of districts and cities; high schools and vocational education and continuing education centers in the province to widely disseminate the content of Circular No. 29 to managers, teachers, staff, students and parents.
At the same time, develop a scientific educational plan, in line with the new situation, effectively using human resources, facilities and funding of the school, in which special attention is paid to final year students.
Strengthen professional management, improve the quality of regular school hours, advise managers, teachers and staff in the spirit of all for beloved students, increase teaching hours outside of regular school hours without collecting fees to supplement knowledge and review for students as prescribed in Clause 1, Article 5, Circular No. 29.
"Extra teaching and learning at school is not subject to students' fees and is only for students who register to study extra classes for each subject and students whose final year results are not at the level they have achieved, students selected by the school to train excellent students, and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan" - Mr. Kham stated.
Regarding extra-curricular teaching, the Department of Education and Training of Ninh Binh province requires the Departments of Education and Training of districts, cities, and schools to strengthen the management of extra-curricular teaching by teachers in accordance with regulations. At the same time, teachers are required to spend time self-study, self-education, and participate in organizing extracurricular activities for students, striving to better complete the tasks assigned by the school.
"We require schools to make a list of teachers participating in extra classes outside of school, including: full name of teacher, subject, location, form, time of extra classes, report to the higher education management agency in 2 phases, phase 1 is before February 25, 2025 and phase 2 is before May 31, 2025" - Mr. Kham said.
