On September 20, the Office of Thanh Hoa Provincial People's Committee said that the Provincial People's Committee has issued a decision to allocate more than 1,037 tons of national reserve rice to support 17,250 students at 138 educational institutions in the province in phase 2, semester I of the 2026-2027 school year.
This is a regular support activity according to the State's policy for students and trainees who are eligible beneficiaries, not a relief rice or emergency support due to natural disasters.
According to the decision, 17,048 students are supported under Decree No. 66/2025/ND-CP of the Government, with a level of 15kg of rice/person/month, corresponding to a total allocated rice volume of 1,030.815 tons.
Among these, 529 first-grade students who are ethnic minorities who learned Vietnamese before entering the first-grade program are supported with an additional month according to regulations.
In addition, 202 students eligible for lunch support policies under Decree No. 339/2025/ND-CP were allocated 6.464 tons of rice, with a support level of 8kg of rice/person/month.
The rice source allocated this time includes 1,019 tons from the national reserve and 17.8 tons of remaining rice from the 2025-2026 school year transferred for use.
According to the allocated list, many mountainous localities have a large number of students and trainees supported such as Muong Lat commune with 1,275 students, Nhu Xuan commune 930 students, Quan Son commune 919 students, Ba Thuoc commune 849 students and Linh Son commune 761 students.
Thanh Hoa Provincial People's Committee assigned the Department of Education and Training to preside over and coordinate with relevant units to guide, inspect, and urge the implementation of rice support policies for students and trainees.
People's Committees of communes, wards and educational institutions are responsible for receiving, managing and distributing rice promptly, ensuring the right beneficiaries, norms and support time.
Sub-Department of State Reserves Region VII coordinates with relevant units to organize the issuance, transportation and delivery of rice according to the allocated quantity, ensuring quality and completing the delivery and receipt within the prescribed time limit.
